 Bureaucratic Wrangling over Counterintelligence, 1917–18
Attorney General Gregory and Bureau Chief Alexander Bruce Bielaski had opposed leaking the material from the briefcase, arguing that it was counterproductive because Justice could not prosecute Albert.
On 5 April 1917, the day before the United States declared war, the Senate Appropriations Committee asked Bureau Chief Bielaski whether his outfit provided the “secret-service work to protect the government against spies, or does the Treasury Department?” [16] Bielaski said that his group did.
On 15 April, a week and a half after Bureau Chief Bielaski made his claim, Treasury Secretary McAdoo ordered the Secret Service to pursue investigations of alien enemies under Wilson's war proclamation, despite the fact that the order had specifically delegated this activity to the Justice Department.

 Jon Christian Ryter
During the congressional investigation that followed, A. Bruce Bielaski, the Director of the New York Bureau of Investigation office reported that the 50,000 American males in New York and New Jersey had been arrested and detained because they did not have the proper identification.
Under oath, one of Bielaski’s assistants testified to Congress that out of every 200 arrests, 199 were mistakes.
When Congress passed the Sedition Act and the Alien Deportation Act, J. Edgar Hoover, who was now on a career fast track, continued to use the APL believing that “citizen spies” would ferret out those committing seditious acts against America, or enemy agents intent on committing sabotage in the United States.

Under the direction of A. Bruce Bielaski, the Bureau concentrated at first on investigations of potential enemy aliens in the United States.
The Treasury Department's proposal was rejected in early 1918, because of the objections of Colonel Van Deman, Bureau Chief Bielaski, and the Attorney General's Special Assistant for war matters, John Lord O'Brien.
A document to this effect was immediately drafted in the Attorney General's office and dispatched by messenger to the White House with a note from the Attorney General suggesting that it be issued in the form of "a public statement".
