The project consists of a single carriageway western bypass of Chilton, 2.3kms in length from a point on the A167 south of West Close (approximately 800 metres north of the C36 roundabout), rejoining the A167 at the A689 Rushyford roundabout, south of Chilton.
As part of the scheme the A689/C35 T-junction is to be upgraded to a roundabout with the A689 between this roundabout and Rushyford roundabout upgraded to dual carriageway.
Following the de-trunking of the A167 within County Durham, the road is now the responsibility of the County Council.

The A167 dual carriageway is heavily trafficked and this busy junction regularly became congested and had a poor safety record.
It was decided that the construction of a new roundabout at this location would be the best means to improve the junction as it would reduce traffic speed, improve traffic flow and provide safer places for pedestrians to cross the road.
Pedestrian and cyclist facilities were also improved around the junction with new bus shelters, and on the southbound side of the A167, a new bus layby was created providing greater safety.
