The A21 is one of the primary routes having two digits in the south-east of England.
The road between the M25 and Hastings is designated a trunk road, and is maintained and managed by the Highways Agency.
This road is two-lane dual carriageway, and has junction with the M25 and the A25 near Chevening and with the cross-county A26 south of Tonbridge.

Mr Mainhood suggests that the improvement to the section of the A21 could be achieved by using the existing A21 for one 2 lane carriageway and constructing a new 2 lane carriageway for the other direction.
Whilst this may be the case theoretically, traffic delays on trunk roads are environmentally damaging and cause diversions to less suitable roads as well as being harmful to the economy.
Clearly, a 6 or 9 lane road would indeed be 'oversized', and this is indicated economically (as well as by common sense) in a reduced NPV compared with the Published Scheme.

Crash rail in front of the houses where an accident occurred 2/10/97, this was at one of two houses close to the road and was an isolated incident, and is not on the bend said by the DoT to be substandard.
In 1992/1993 when the DoT where pressed on the point that if the section of A21 road were built traffic initially drops then rises again on the A26 and therefore there is no local benefit long term.
And the cost of road usage to reflect all the costs environmental, economic, and the cost of past and present road building.

A21 is a gravel road, with a few patches of hard to ride through on a mostly road bike soft dirt, but not bad at all for the most part.
After a couple miles of climbing at the beginning, it levelled off, and I found a campsite at a pond near the high point on the road.
The road has wide shoulders, and traffic was minimal on Tuesday morning.

A point you neglect is that if you want to leave the M25 heading clockwise/south on the A21 is that you have to leave the motorway by a slip road in the outside lane, which is confusing in the least, and if a slow lorry is wanting to get there, probably a danger.

Hayes Lane is situated between the A21 London to Hastings Road and the A232 Croydon to Orpington Road.
However, there is a 7ft width barrier from the A21 road in Hayes Lane so coaches should not approach from this direction.

The old A21 - now A224 - has by far the better views as we descend Polhill, part of the North Downs, as the M25 was specially built in cutting to minimise the environmental impact.
