A303 (Stonehenge Improvement) Draft Orders - Response by the Council for British Archaeology   (Site not responding. Last check: 2007-10-10)
We have been contributing to discussions about the proposals to improve the A303 as part of the general need to improve Stonehenge and its surroundings for over twenty years.
Whilst a construction method involving a bored rather than a cut-and-cover tunnel is a welcome improvement for the section of the proposal as it passes Stonehenge, the CBA wishes to register a formal objection to the Draft Orders as published and the supporting evidence so far seen, on the following grounds:
We would welcome the opportunity of elaborating on these issues by submitting evidence to the public inquiry that we believe will inevitably be needed to hear objections.

A30 road - Wikipedia, the free encyclopedia
The A30 is an old trunk road (main road) which runs from central London right down to Land's End, the westernmost point of the mainland England (though not Britain), and is sometimes called the Great South West Road.
At 284 miles (457 km) long it is the third longest 'A' road in the United Kingdom, behind the A1 and A38.
In Hampshire, Wiltshire and Dorset the road runs through many towns, such as Salisbury, Shaftesbury, Sherborne and Yeovil, so the more rural A303 road - which runs parallel to the A30 a few miles to the north, and is the trunk road between Basingstoke and Honiton - takes the bulk of traffic.

Motoring Law website Road Law (www.road-law.co.uk) is advising motorists to check their situation if they have apparently been caught speeding in a temporary speed limit in roadworks.
However one motorist was so incensed by the lack of signs that as soon as she received her NIP she returned to the roadworks and took photographs to prove that she could not have known of the change in the speed limit.
Road Law is aware of a similar situation on the A63 at Welton in Yorkshire, which has led to cases being discontinued.

 Stonehenge A303 Road Scheme
Roads Minister Dr Stephen Ladyman today announced that a detailed review of the options to ease congestion on the A303 and improve the setting around Stonehenge is to be carried out.
It leaves Amesbury by the old Stonehenge Road and departs from the line of the A303 ('to [Winterbourne] Stoke') at a point to the east of the present junction.
The old road line is shown on maps of 1773 and 1801 but had disappeared by the OS map of 1817 (surveyed in 1807-10).

In more recent years, the setting of the henge on Salisbury Plain has been affected by the proximity of the A303 road between Amesbury and Winterbourne Stoke, and the A344.
By 2008 the new road schemes should be completed, and the old roads closed.

(b) it should be single carriageway (dualling is not a heritage objective, and the roads minister has stated it is in the roads programme on heritage grounds alone), and the excavations, at least between Stonehenge Bottom and the western portal, should be confined as far as possible within the existing road boundary.
This rules out a split level dual carriageway junction: either the road should remain single carriageway, or the junction should be moved (as would be the case with the long bored tunnel) or it should be changed to a flat crossroads with traffic lights.
Any road improvement plans, be they surface, cut and cover or long bored tunnel, should make explicit provision for cyclists and pedestrians to continue to access the Stones and cross the World Heritage Site broadly along the line of the existing road.

This section of road is on the same line as the Wylye Valley Relief Road at present being submitted for funding by Wiltshire County Council.
They are included in the A303 Realignment Plan to offer the possibility for local residents to have a choice of which line a new road should take.
Nevertheless, moving the road directly across to co-locate with the line of the north/south run of the A345 would be an excellent choice and would minimise the length of road running through open countryside.

Save Stonehenge! Public inquiry: ACT South Wiltshire: Outline Statement of Case   (Site not responding. Last check: 2007-10-10)
The overall situation is that whilst the WHS remains the focal point for the A303 Re-alignment Plan for Stonehenge plan, the surrounding major road system forms an essential part of the need to provide a cost effective road network that meets the full, long-term requirements of the area with the WHS at its heart.
That would be of particular importance to the current A303 passing across the WHS which would continue to run until the new route was complete, whereas the official scheme would almost certainly involve a long period of traffic disruption during construction.
However, the Packway is a good road and with the implementation of certain recommended safety features in the area where the military camps are located the road should have no difficulty accepting the increase in local traffic.

A long-awaited transport study has recommended that the A303 trunk road between Somerset and Devon should not be turned into a dual carriageway.

The assumption of this capacity increase at Stonehenge was used as a justification by SWARMMS for capacity increases further westwards on the corridor.
Despite government policy to promote a modal shift from roads, it is noteworthy that SWARMMS seemed to work on the assumption that a modal shift from the car could not be achieved, and produced a package which guaranteed that the SW region would be developed in a car-dependent and unsustainable manner.
This requires a recognition that A303 upgrading is designed partly to take traffic off the overheating M4 to Bristol and South Wales and that the M4 is already part of the preferred route specified by the Highways Agency for journeys between Southampton and Bristol.
