 A580 road - Definition, explanation
The A580, the East Lancashire Road (abbreviated to East Lancs Road) was designed and built to provide better access to the Port of Liverpool for East Lancashire and Manchester.
The road runs from Liverpool to join the A6 in Swinton, and was designed to eventually have triple highways, although in the event it was upgraded later to dual-carriageway: the section within the Liverpool boundary had always been thus.
It achieved its name since it was originally intended to reach East Lancashire, although this was never carried out:that intended portion has now been superseded by the M62 motorway.

I don't know if this is in the rules anywhere or not, but we used to be very good at ensuring that traffic lights were only in 30s and 40s.
The prime example must be the A580 East Lancs Road referred to above, which has at least 10 signal-controlled crossings in its 70 mph section, and which is a near-straight road which some drivers do treat as "a bit of a racetrack".
And I would say a signal-controlled crossroads between two NSL A-roads is in practice likely to be much safer than a totally uncontrolled crossroads where one road has priority, given comparable traffic volumes.

FTA - News and Press Centre - Press Release - De-trunking in the North West - FTA calls for review
The de-trunking of roads transfers the responsibility of road management from the Highways Agency to local authorities and approximately 50 per cent of trunk roads (approximately 1500kms) have now passed to the control of local highway authorities.
Unfortunately money specified for routes such as the A580 is not ring-fenced and can therefore be spent in other, more politically attractive areas.
FTA estimates that there is currently an £8 billion backlog of maintenance work on roads de-trunked over the last 5 years and a significant proportion of these roads are in the North West.

In the 1990s the southern end was extended to the Mersey, which was the original intention, though calling it the M57 would be far too easy and instead it was built as an all-purpose road, the A5300.
