AASHTO calls on the US Access Board to provide cost estimates and a financial plan for the implementation of these guidelines to illustrate the potential financial impacts of their proposed solutions to accessibility issues on the implementing agencies prior to the release of the Notice of Proposed Rule Making.
However, AASHTO feels that there is a point at which the congestion, delay, and cost to vehicle users due to lane closures would outweigh the need to provide the alternate path on the same side of the street, and would thus warrant this requirement unreasonable (or in the Access Board’s terminology, “technically infeasible”).
AASHTO is extremely concerned about the ramifications of this guideline on existing pedestrian routes at grade-separated interchanges and bridges, since it will essentially require elevators to connect all routes between the upper and lower roadways.

 Defects of the AASHTO Model
Both Wilkinson and AASHTO say that it is appropriate to combine Classes B and C for most purposes and recommend that this standard of an untrained, incompetent, immature, less than twelve-year-old cyclist determine the design of most of the bicycle facilities in the United States.
AASHTO says that "Studies have shown that a very low percentage of current bicycle owners qualify as experienced or highly skilled bicyclists." Actually, there have been no such studies.
AASHTO describes Class A cyclists by their purposes in cycling: commuting cycling, utility cycling, and touring cycling.

The 1999 AASHTO Guide for the Development of Bicycle Facilities (ordering information for print version with CD-ROM; CD-ROM only) is the standard reference work for design of bicycle facilities in the United States of America.
AASHTO does not mention that during hours of darkness, contraflow sidepath users are in the bright side of motorists' headlamp beam pattern, another very significant hazard.
When the available right-of-way is too narrow to accommodate all highway and shared use path features, it may be prudent to consider a reduction of the existing or proposed widths of the various highway (and bikeway) cross-sectional elements (i.e., lane and shoulder widths, etc.).

 AASHTO's SiteManager Tames Contract Documentation
SiteManager was conceived in 1990 at a meeting of the AASHTO Subcommittee on Construction.
AASHTO will release SiteManager in May 1998 as a "warranty release." During the warranty period, which will be the first full-scale use of the program, the contractor will repair any problems that users discover.
According to AASHTO, a statewide license for SiteManager will cost $155,000 per year, which will allow the software to be used by a state's highway agency offices and the FHWA division office.

In 1986, the AASHTO Subcommittee on Bridges and Structures took the first step in replacing the Standard Specifications for Highway Bridges—an assessment of the document to compare its contents to non-U.S. design specifications and alternative design philosophies.
Upon completing the assessment in 1987, the subcommittee judged the Standard Specifications to include “discernible gaps, inconsistencies, and even some conflicts.” Furthermore, the current specifications did not embody the load and resistance factor design (LRFD) philosophy that is considered to be the state of the art in bridge design.
For transverse design at the strength limit states, the negative moments are approximately 35 percent higher when compared to AASHTO HS20-44 loading, and positive moments are approximately 25 percent higher.

 AASHTO Drafting Position on Recycled Content Mandates
In anticipation of next year's debate on reauthorization of the federal highway program, AASHTO is developing position papers on various issues, including mandates to use recycled materials in roadbuilding.
In a draft discussion paper, AASHTO noted that pending legislation (H.R. 530) would require that states use a specific portion of apportioned funds to purchase recycled materials.
AASHTO said that state transportation agencies, not legislators, should determine where the use of waste products and materials is most appropriate, taking into consideration issues that include structural integrity, possible environmental impacts, highway-worker and -user safety, and economic impacts.

At the suggestion of Transportation Secretary Whitt Clement, Pethtel had asked AASHTO to review VDOT policies and practices and recommend steps to improve how VDOT plans and manages projects.
Pethtel also noted that AASHTO's review supports the new approach to project management that VDOT has been pursuing, and it confirms the long-held views of many VDOT staff members, particularly concerning management of projects and program, and cash and financial management.
The AASHTO panel issued an initial report March 6 after interviewing key VDOT staff, examining cash management and program planning practices, and meeting with staff representatives of the Auditor of Public Accounts and the General Assembly's Joint Legislative Audit and Review Commission.
