ABAG was formed in 1961 by elected officials of the region’s cities and counties, and was the first council of governments in California.
ABAG is similar in the use of power to the United Nations, in that it only has the power that the members give it, which can make for a tenuous relationship.

 ABAG Power Program
ABAG POWER's primary goal is to conduct pooled purchasing of natural gas and electricity on behalf of local governments and special districts who voluntarily join the Pool.
ABAG POWER suspended its electric aggregation program in July 2001 due to the volatility in the electric ener gy industry, and in September 2001 the California Public Utilities Commission (CPUC) suspended all new electric aggr egation programs.
ABAG is exploring the possibility of financing a multi-year purchase of natural gas for Pool members and will look for similar opportunities for electric purchases.

 Research and Forecasting

ABAG Publicly Owned Energy Resources (POWER), a joint powers agency comprised of 106 local governments, decided to take a regional approach to aggregating the accounts of local government agencies.

 ABAG power supplier to send its customers back to PG&E [Free Republic]
ABAG's decision mirrors a move last month by Enron, the energy trading giant, which canceled a $300 million contract with the University of California and California State University systems so that it could sell the energy at a higher price.
As I understand the article, ABAG is a co-op of 56 metropolitian area governments who buy 80% of their electricity from Calpine and the other 20% on the spot market, it does not generate its own.
Since ABAG was only able to supply themselves with 80% of their needs with the $81 power they bought other 20% on the spot market, paying up to $500 MH, and they expect that to increase to $1,000 MH.

The law directed ABAG to develop a plan for this ‘ring around the bay,’ including a specific alignment for the Bay Trail.
Adopted by ABAG in 1989, the plan also calls for connections to existing park and recreation facilities; creating links to existing and proposed transportation facilities; and for the trail to be designed to avoid adverse effects on environmentally sensitive areas.

The draft legislative agenda, which was discussed briefly by the Task Force and was passed along to the joint committee, could include securing statutory authority for Bay Area comprehensive regional planning with the JPC as the lead, along with finding adequate funding for the committee and its work program.

The event, which is organized jointly by NBAA and ABAG, was scheduled to take place August 10-12, 2006, at Congonhas Airport in São Paulo, Brazil.
In early May, Brazilian aviation authorities informed NBAA and ABAG that the facility would be unavailable because of its proximity to an accelerated construction project that is necessary because of unforeseen maintenance needs for the airport’s main runway.
Although authorities have explored other airport locations for the event, no new facility has been found that is adequate for the show, and insufficient time remains for any consideration of a change in the facility to be used.

 Green Power Network: Association of Bay Area Governments
In September, ABAG POWER signed a fixed-price contract with Calpine Corporation under which Calpine supplies from 30 MW to 40 MW of power, with about 90% of the power coming from plants located at The Geysers geothermal field in Northern California.
ABAG Power, which currently supplies ABAG members with discounted natural gas, will purchase geothermal energy produced from Calpine Corporation's Geysers facilities in Sonoma County.
ABAG Power has registered with the California Energy Commission as a renewable electric service provider, which will allow the group to take advantage of state incentives for renewable energy purchases.

 San Carlos Website - Local Hazard Mitigation Plan ANNEX City of San Carlos
The ABAG multi-jurisdictional Local Hazard Mitigation Plan, to which this is an Annex, lists nine hazards that impact the Bay Area, five related to earthquakes (faulting, shaking, earthquake-induced landslides, liquefaction, and tsunamis) and four related to weather (flooding, landslides, wildfires, and drought).
The City plans to work with ABAG to develop specific information about the kind and level of damage to buildings, infrastructure, and critical facilities which might result from any of the hazards previously noted.The ABAG Annex states that ABAG will be doing this work in 2005 through early 2006.
If ABAG is unwilling or unable to act as the lead agency in the multi-jurisdictional effort, other agencies will be contacted, including the County’s Office of Emergency Services.
