		On July 13, 1999, the formation of the Secretary's Advisory Committee on Agricultural Biotechnology (ACAB) was announced.
		The ACAB Charter was recently revised with the reestablishment of the committee.
		ACAB members also agreed on a set of Bylaws and Operating Procedures to aid in the work of the committee.

		In the spring of 2000, Dan Glickman, Secretary of Agriculture, appointed a broad-based committee -- the Advisory Committee of Agricultural Biotechnology (ACAB) -- to advise the Department of Agriculture in the area of agricultural biotechnology.
		One of the first issues the committee took up was the seed sterilization patent jointly held by the USDA and Delta and Pine Land Company.
		At the end of the plenary session of the July meeting, ACAB chairman Dennis Eckart invited committee members to submit statements on the Terminator and Terminator-like patents and the USDA's decision to enter into a licensing agreement with Delta and Pine Land Company.
