Intra ACP cooperation is the basis of the ACP's identity as a political entity and greatly contributes to its recognition in international fora.
The prospects of achieving the objectives of the ACP Group are closely related to its capacity to maintain and improve coordination of all activities the Group undertakes.
Regarding cultural heritage, we urge the ACP to intensify the call for the restitution of ACP cultural property taken in ACP States during the on holding the cultural festival as recommended by the ACP Ministers of Culture during their first meeting held in Dakar, Senegal in 2003.

Kaputin adds that at the beginning of the 21st century, the ACP group is the largest regional grouping on the international scene, and is a force to be reckoned with in institutions such as the World Trade Organisation (WTO).
The ACP was created Jun. 6, 1975 when 46 countries signed the Georgetown Agreement in Guyana, confirming their common identity founded on solidarity and the desire for economic and social development, in cooperation with the EU.

The ACP Sugar Group are the eighteen African, Caribbean and Pacific states signatories to the ACP/EU Sugar Protocol.
The Sugar Protocol is a trade agreement of indefinite duration between the European Union and the nineteen ACP states which are signatory to it.
In some ACP countries, sugar exports under the Protocol account for over one quarter of GDP, and no less than 85% of total agricultural exports.

This area is of particular concern to members of the ACP Group as many of the proposals relate to needed improvements of the DSU that will make the dispute settlement system more efficient, more accessible for developing countries and responsive to their needs and interests.
The ACP Group is of the view that problems arising in the trade area (such as decline in commodity prices, lack of market access opportunities, and over-rapid import liberalization) can lead to increased trade deficits which contribute to debt and financial problems.
We underscore the importance of the deliberations of the Working Group on Trade, Debt and Finance and would like to see recommendations emerge from the Working Group as to concrete action that could be taken within and outside the WTO to assist developing countries to remedy their trade debt and finance problems.

The ACP Group will have one spokesman at the Ministerial Conference in Doha The ACP Ministers of Trade, meeting in Brussels on 5 and 6 November 2001, have arrived at a common position which will be expressed at the WTO Ministerial Conference in Doha.
The ACP Ministers of Trade consider that the draft WTO Declaration which will be tabled in Doha is ambiguous and unclear with regard to the interests of developing countries and more particularly the countries of the African, Caribbean and Pacific Group of States.

 30TH ANNIVERSARY OBSERVANCE OF
Georgetown is a special place for the ACP for it was here in Georgetown 30 years ago, on June 6, 1975, that forty six (46) countries of Africa, the Caribbean and the Pacific signed the Georgetown Agreement that created the ACP Group of countries.
In 1999, at the WTO Ministerial Conference, in Seattle, the ACP Group inserted firmly itself in the mainstream of the negotiations at the WTO as a group of small, vulnerable economies and commodity dependent countries.
The solidarity and unity of the ACP Group is critical and have been demonstrated on several occasions at the political, economic and social levels.

Another achievement was the opening in Geneva, in January this year, of the Group’s Permanent Representation which has contributed to the establishment of a more effective coordination of ACP representatives, which is indispensable for a successful participation in the multilateral trade negotiations within the WTO.
With regard to the World Summit on Sustainable Development scheduled for Johannesburg in August/September, the ACP Group could agree on a common position which it must ensure is taken into account in concert with other partners.
I avail myself of this occasion to welcome the firm commitment of the ACP regional integration institutions to collaborate closely with the Secretariat, the regional institutions which participate regularly in the Group’s meetings and whose heads or representatives are present here with us.

The concerns of the ACP were that free trade should be synonymous with fair trade and that WTO compatibility must be on the basis of flexibility, as to encourage the objectives of development.
The ACP group in its renegotiation of the Cotonou Agreement was able to influence the timeframe for the implementations of WTO compatible trade agreements, and subsequently the protocols on sugar, beef and veal and bananas will continue until 2008.
The ACP group have accordingly been able to maintain the cohesion of the group despite fears that regionalisation would be used as a veneer for disintegration of the ACP group.
