HARM is said to have a 360-degree engagement capability, allowing the launch aircraft to fire at targets to its rear, though of course this imposes a range penalty since the missile must expend fuel to turn around and the launch aircraft's speed works against the missile, not for it.
HARM was designed to be fast enough to hit and blind air-defense sites after they had fired surface-to-air missiles (SAMs) at the launch aircraft, making the missiles go ballistic and miss.

That part number is indeed a piece of a HARM (AGM-88 series) High-speed Anti-Radiation Missile, insofar as I can tell.
Once released, the HARM guides itself to the emitter, or wherever it last saw the emitter. So it seems to me more likely that a 'self-guiding' weapon like a HARM is more likely to cause this sort of problem, because once it's launched, it will go where it wants to go.
As it turns out, these are the precise characteristics of a HARM - a small warhead with lots of embedded schrapnel, designed to tear a surface radar to shreds. In fact I can't think of another missile in the US inventory which would so closely match the apparent blast characteristics.

The HARM may well miss their targets when the radar units stop transmitting but does keep them from shooting missiles long enough for us to take out the launchers.
The key to this method is staggering the attack of the two elements, with the first element using HARM to shut down enemy radar while the second element closes and destroys the launchers.
