LC was more robust in those days and, rather than issuing Rule interpretations that contradict the rules, you will find in the 1908 rules flat statements of LC practice that differs from the rules in matters great and small.
In North America, in which the LC card was to dominate cataloguing for at least the next 80 years, there was a strong tendency to follow LC practice and to hell with the rules to which LC practice was an alternative.
Almost all you need to know about the Red Book (The ALA cataloging rules for author and title entries [11]) is summed up in the fact that one rule, 116A(3), is devoted to and only to the Basilian Monastery at Mount Sinai.

ALA, LC, and NISO-2 each distinguish between punctuation marks which should be considered as equivalent to a space because they usually mark divisions between words, or at least word segments.
LC and ALA also ignore the meaning of decimals following integers, so that 1.3 is arranged as if it were 1+space+3.
ALA puts the period (full stop) in the first category (to be considered equivalent to a space), but in all four of these standards, multiple spaces (or the equivalent) are to be treated as a single space, so this difference affects only "words" with internal periods, such as initialisms.

Others note that LC records are complicated to find and often incomplete and that serials are hard to work with in the Import search, especially given that LC may have analytics for items in a serial but no record for the serial itself.
The group talked about their experience with the LC server, from which we are obtaining records, and LC records themselves.
Discrepancies in LC control numbers are making it difficult for Paratext to recreate the full set; we have a test file of 6333 MARC records searchable under Paratext's search engine.

The consumption of ALA was accompanied by an increase in triglyceride levels by about 11%, but this was not significantly different from changes in the other groups.
Omega-3 fatty acids are found in plants, mainly as the 18-carbon ALA, and in their long-chain forms in fatty fish, mainly as eicosapentaenoic acid (EPA) and docosahexaenoic acid (DHA).
ALA consumption was not associated with any change in DHA.

Since we covered as much ground as we did at ALA Annual in San Francisco, and were awaiting CSSC input thereafter, I thought you all might find useful a summary of where we are with the various documents for which ALA responses are pending.
ALA action: Endorse the modified language contained in the CCC response, with recommendation that example be added.
Below, I have grouped documents into two categories: 1) those on which CC:DA made final decisions at Annual and 2) those on which CC:DA was awaiting CSSC [ALCTS Serials Section Committee to Study Serials Cataloging] input.

The implementation and application of these elements with LCSH and other LC thesauri is an extremely complex issue affecting many parties, most of whom are represented on this Library-wide Working Group presently headed by the assistant chief of CPSO.
With the obsolescence of field 755 (Added entry--Physical characteristics) in 1995, LC cataloging units (the Rare Book Team, the NUCMC Team, the Prints and Photographs Division) are now tagging these subject terms as 655 with the source codes $2 lcsh or $2 gmgpc.
The "Friday Group" will resume its weekly meetings after ALA in order to finalize guidelines for electronic resources and works about electronic resources, incorporating comments and recommendations received as a result of their "Demystifying" preconference program.

LC’s implementation date is being postponed from the previously-announced September 1, 2002, date due to the delay in the publication of the amendments package by ALA Publishing and concerns expressed from constituents about adequate time to schedule training before implementation.
The liaison reports from LC and OCLC, along with the topics found in News and Announcements or in Nancy Olson's column, give unmistakable proof that the ears of OLAC members are always to the ground, in order to stay abreast of the latest information and expert advice.
LC is collaborating with the Internet Archive (Alexa) and two new groups, SUNY and the University of Washington to expand the project.

 Introduction to Fatty Acids: Metabolic Fate of LA, ALA, and LC-PUFAs
The 18-carbon essential fatty acids (EFA) precursors, linoleic acid (LA) and alpha-linolenic acid (ALA) can be elongated and desaturated to form long-chain derivatives arachidonic acid (AA), and eicosapentaenoic acid (EPA) and docosahexaenoic acid (DHA), respectively.
ALA and LA in adipose tissue have been used as markers of dietary intake.
More than 80% of ALA is dispatched by this pathway.

The intention is to provide a single organizational entity which will handle all requests for items in the collections, whether the request is from a Member of Congress, an interlibrary loan client, a reading room patron or an LC staffer.
So, all interlibrary loan contacts at LC, with the exception of Chris Wright, are still valid.
Until the reorganization and merger is completed, in about a year's time, all other managers, supervisors and staff of the former two divisions are performing the same duties in the same organizational alignment as before.

 THE LCSH CENTURY
Written by the Chief of the LC Subject Cataloging Division, David J. Haykin, it was a 140-page book that basically reiterated most of Cutter’s principles and tried to explain or rationalize some of the seeming inconsistencies in LCSH.
For the first time, “outside” catalogers were able to read the same memoranda, or instruction sheets, available to LC catalogers, and thus acquire the opportunity to become more consistent and improve the quality of the LCSH strings that they assigned to original-cataloging records for the bibliographic utilities.
These structured but perceivably helpful collocations are lost, however, in most online catalogs that simply arrange LCSH strings in a word-by-word fashion, causing Wool to wonder if LC and the library community as a whole have virtually abandoned their faith in a precoordinated controlled vocabulary.

 On the Cataloging/Cataloguing Front
Mangan also touched on the practice that LC is calling delineation, a one-record approach for dealing with multiple formats, the equivalent of the dashed-on entry of days past.
Since then work has been delayed due to the situation at LC, where a lot of projects are on hold pending the implementation of the new system.
Finally, Ellen Caplan offered a clarification of a statement she had made earlier that the 006 and 007 fields are mandatory on computer file records; the fields are not on records for the originals of scanned items.

Another important ALA subgroup is the Committee on Cataloging: Description and Access (CC:DA) within ALCTS.
Equally important is ALA's role as a coordinator and monitor of standards developed and maintained outside of the organization itself.

LC’s ILS can now accommodate 550 simultaneous users; this 25% increase was in response to feedback from users.
In the area of providing access to electronic resources, LC is investigating a new level of cataloging (“access level”) which would emphasize data elements related to subject access while de-emphasizing those which do not support resource discovery.
During the past fiscal year, LC processed material from the Armed Forces Radio and Television Service broadcasts and performed collective level cataloging of the Dayton C. Miller Flute Collection, the Moldenhauer Archives and the Charles Mingus Collection.

 Report of the Society of American Archivist’s Liaison to the Am
CC:DA recommends that ALA reject 4JSC/CCC/7, for reasons similar to those stated in our response to 4JSC/CCC/6; and that we prefer that JSC take no action until we have had the opportunity to consider an alternative proposal along the same lines as that which we are considering for chapter 6.
CC:DA supports 4JSC/BL/8, agrees with LC that there are ISBD issues that need to be investigated, but agrees with ACOC that this proposal should not need to wait until other issues relating to numbers in Areas 7 and 8 are resolved.
A Task Force on FRBR Terminology, to be chaired by Dorothy McGarry, will review documents generated by the Joint Steering Committee’s efforts to introduce terminology from the Functional Requirements for Bibliographic Records into AACR; the Task Force will prepare draft ALA responses to such documents for consideration by CC:DA.
