  NationMaster - Encyclopedia: AM stereo
AM stereo is any of a number of mutually incompatible techniques for broadcasting two-channel audio in the mediumwave band in a manner that is compatible with receivers designed for standard amplitude modulation.
AM stereo is popular in Japan because of the limited number of FM stations in that country, and in Australia possibly because AM stations are more suited to covering large sparsely populated regions than FM stations, and the fact that unlike the American FCC, Australia was quick to pick a single standard (C-QAM).
There were five different AM Stereo systems being proposed to the FCC, and the FCC struggled with the decision of which one to choose as the single standard for AM Stereo broadcasting.

C-QUAM - Wikipedia, the free encyclopedia
C-QUAM is the method of AM stereo broadcasting used in Canada, the United States and most other countries.
As with the subcarrier used for FM stereo, the audio in the C-QUAM signal is the stereo difference — the left channel "minus" the right channel (L − R).
Also, since some stereo information is contained in the sidebands, adjacent channel interference can cause problems.

The AM stereo decision can be read as a success or failure depending on your take of regulatory agencies, but you would have a difficult time convincing Braun this proceeding was successful.
AM Stereo and The FCC is a complete case study, eminently usable as a textbook study on management, decision making in science and technology, regulatory practise, political economy, or mass communications law.
In fact, tests of AM stereo are documented as early as 1958, though during this time period the Commission was really only concerned with FM stereo and perhaps for good reason.

Not only did AM circuitry in these radios stop advancing, but in most instances, manufacturers actually downgraded the AM sections of their radios for the sake of cost savings, due to apathy and lack of public demand.
Because these exciters are retrofitted onto transmitters which were never designed for AM stereo operation, they also must contain corrective equalizers and adjustable delay networks, to insure that all of the phase relationships are correct through the modulated stage of the transmitter, and ATU/antenna system.
Each AM station is allowed to transmit one stereo digital channel, and cannot stream multiple channels, as in the case of FM HD Radio.

 AM-FM stereo - Uncyclopedia
The conspiracy came close to being unveiled in the late 1980s as many AM stations attempted to broadcast drivel in low-quality stereo instead of the even lower-quality monaural drivel they normally transmit.
they just took all the outdated AM-mono equipment already on their warehouse shelves, advertised it as "AM-FM stereo" (on the pretext that, while the AM was rubbish, the FM was stereo) and the public lapped it up, too brain-dead to notice the difference.
Realising that they had been outsmarted once again, AM radio broadcasters turned off the stereo signal and went back to crappy monaural audio, then to talk radio.

AM broadcasting only sounds bad because of the quality of receivers manufactured since the early 1970s...
Yet until broadcasters voluntarily restricted their bandwidth to an upper frequency of 10 KHz to help reduce interference in the band, AM was actually capable of higher fidelity than FM: While the FM standard calls for a high frequency cutoff of 15 KHz, the old AM standard allowed for 20 KHz.

C-Quam is the worldwide standard for AM Stereo broadcasting and would offer compatibility with all AM Stereo radios, however because of its different phasing, the Kahn system allows the Stereo audio to be received by using two regular mono AM radios.
It's the old "two-radio" trick that Kahn AM Stereo stations advertised when that system was allowed to be used in the 1980s; you would take two similar AM radios with analog tuning, place them side by side like Stereo speakers, and tune one slightly to the left of the station's frequency (i.e.

AM Stereo in the USA      (FCC) USA   (Site not responding. Last check: 2007-09-26)
AM Stereo was first proposed to the Commission in 1958 and 1959 separately by Philco Corporation, Radio Corporation of America, and Kahn Research Laboratories, Inc. On September 27, 1961 [21 RR 1616c], the Commission denied these requests for a rulemaking proceeding on the subject, stating
Contrary to the circumstances which motivated the rule amendments authorizing and standardizing stereophonic transmissions by FM broadcasting stations, there is little evidence of public need or industry desire for similar rule changes with respect to stereophonic transmissions by standard broadcast stations.
The Commission originally sought to choose a single AM stereo system as the standard for the AM broadcast band.

Common sense would indicate that Expanded Band stations which had specified a Stereo Preference are required to broadcast in AM Stereo, but if such a rule exists, FCC enforcement of it has been nil.
Some Expanded Band stations transmit in full AM Stereo (my nearest example being 1680 WTTM in Princeton, NJ); some transmit mono audio over a stereo signal ("the light's on but nobody's home" scenario); and some transmit a pure mono signal.
However, the FCC's preliminary IBOC ruling says that Expanded Band stations which begin IBOC transmissions are released from their requirement to transmit analog AM Stereo (due to the non-compatible nature of these two systems), so the FCC apparently does recognize that such a requirement does exist -- at least in theory.
