 Shanghai APEC 2001: Its Significance
The Asia-Pacific Economic Cooperation (APEC) 2001 series of meetings came to an end in Shanghai yesterday with accomplishments in many areas, and at a significant moment: The meetings coincided with a global economy slow-down aggravated by the terrorist attack on the United States.
Although reaching the goals of APEC depends on each individual country's improving its macroeconomic performance, APEC meetings this year did make a concrete steps in regional cooperation and liberalization of trade and investment to help restore confidence among investors and consumers and to help the international economy get back on track.
The APEC Shanghai meeting also managed, in light with the bleak world economic outlook, to push for a new, early round of World Trade Organization (WTO) trade talks and negotiations.

 Hu urges bigger APEC role in economic development
In his address, Hu said, in keeping with the principle of consensus, voluntarism and gradual progress, the 21-member APEC has conducted fruitful exchange and cooperation on major economic issues that are of common interest to its members and has boosted the economic growth in the region and among APEC members.

APEC has scored two tangible achievements to date: a sweeping but vaguely worded 1994 pledge by its member states to open up to free trade and investment by 2010 and 2020, and a central role in the negotiation of the 1996 Information Technology Agreement (ITA).

APEC may never become the central locus for decisive action on lowering trade and investment barriers, but the discussion of economic policy issues across the Pacific remains important, as does the opportunity for officials to meet their counterparts on a regular basis.
Should APEC fail as the central forum for regional economic policy discussions, the alternatives consist of regional or bilateral discussions within the Asian region that exclude the U.S. government and could, therefore, be detrimental to American economic interests.
That is, APEC members would agree among themselves to open up to the world and not simply on a preferential basis among themselves.

The 2004 APEC Economic Outlook is the tenth in a series produced by the Economic Committee.
The developments in the early phases of the crisis were reflected in the 1997 Economic Outlook, which also provided a first assessment by APEC member economies of the causes of the crisis and the steps that had to be taken to attenuate it and to restore stability and growth to affected economies.

APEC also collects personal information from its Council members and staff, examiners, and members of its various review committees to facilitate the selection of those members and examiners, and to enable payment of salaries, fees and allowances and meet the requirements of superannuation and taxation legislation.

APEC Leaders endorsed U.S. initiatives to lower the threat from Man-Portable Air Defense Systems (MANPADS) and ensure the safe handling and trade of radioactive sources that could be used to make "dirty" bombs.
Each APEC member committed to undertake a MANPADS Vulnerability Assessment at an international airport by the end of 2006 to identify areas for aviation security improvements, and committed to implementing the International Atomic Energy Agency Code of Conduct and the Guidance on the Import and Export of Radioactive Sources by the end of 2006.
APEC Leaders also welcomed the Regional Movement Alert List, a U.S.-Australia pilot project for an immigration alert system to identify travelers using lost or stolen passports, and encouraged work on its expansion in 2006.

To maintain and strengthen APEC's leadership in multilateral trade liberalization and facilitation, Ministers reaffirmed their intention to continue to pursue APEC initiatives that support work in the WTO, including with respect to competition policy, trade facilitation, transparency in government procurement and dispute mediation.
The breadth of participation by APEC members and the diverse range of sectors nominated is indicative of the high level of support in the region for further trade liberalization.
While APEC has not set a permanent ceiling on the number of members, it will remain limited in size both on account of its Asia-Pacific regional character and because of the need for the group to remain manageable and effective.

This constitution was then ratified during the 1st Scientific Congress of APEC which was held in New Delhi, India, in January 1988.

The aim of the APEC Architect framework is to establish a mechanism to facilitate the mobility of architects for the provision of architectural services throughout the APEC region by reducing current barriers to the export of professional services.
Its central function is to maintain a Register of APEC Architects who have fulfilled common elements of the education and training requirements for professional recognition in participating economies and are currently registered/licensed as architects, and who have a proven record of professional experience as registered practitioners.
The criteria adopted by the Central Council for admission to the APEC Architect Register, and use of the description ‘APEC Architect’, are based on identification of a common sequence and elements in the education, training and assessment of architects as qualified to provide professional architectural services in the home economy.

Prime Minister John Howard said yesterday that Sydney would host the APEC leaders' meeting which will be attended by 21 world leaders, including the United States President, the Prime Minister of Japan and the leaders of Russia and China.
"Security arrangements for APEC will be comprehensive, planning will aim to minimise all risk with having such a concentration of significant world leaders in the same place," she told AAP.
