 RAI - Social Action Department
The presence in ARD’s programming of themes which fall under the category of social programming, as we have said, is not pre-determined, but is guaranteed by the role and membership of the Broadcasting Counsel.
Within ARD itself, there are a number of well known models which clearly show how the public defence of children’s rights and the responsibility of a public broadcaster are very possible.
Some programmes are particularly famous on ARD’s national network, such as the "Josè Carreras Gala" organised by the Carreras Foundation to raise funds for leukaemia, or "Stars 98", the TV pop/rock gala concert designed to "bring the taboo subject of AIDS into the German living room”.

 ARD -- Company History
ARD and its political backers maintained that advertising revenues ensured the federation's political independence and that the Rundfunkgebühr would have to be raised by 36 to 84 German Marks, about $18 to $42, per household per year, to make up for the financial losses.
Private TV was being explored as a new medium of political mass communication, offering a broader variety of avenues in which leading party figures could spread their news.
While the conflict lost steam, ARD was still plagued by the second means of influence of major politics: the political party membership of the directors of ARD's member stations, which often guaranteed a certain degree of compliance.

ARD (broadcaster) - Wikipedia, the free encyclopedia
ARD is transmitted directly to homes throughout Germany using its own, vast terrestrial transmitter network, and takes part in the production of cable/satellite channels Phoenix (events, news, and documentaries), KI.KA (children's programmes), 3sat (cultural/traditional programming) and arte (European cultural programming).
When commercial broadcasters were licensed in Germany in the mid-1980s, ARD television made subtle changes, adapting somewhat by producing more accessible programming for their national networks and shifting cultural and news programs to the regional networks and newly-created niche channels.
Among commercial television ventures, ARD is involved with KI.KA, a children's channel, arte, a "high culture"-esque station in conjunction with France Télévisions (the French public broadcaster), and 3sat, a common tv channel for Germany, Austria and Switzerland.

Public and Private Television at the Crossroads
While conservative politicians are increasing pressure to break up Germany's oldest public television network, ARD, when its budget comes up for review next year, their opponents are pushing with equal force against changes in German law that would give more power to owners of private TV channels.
The debate has touched even Chancellor Helmut Kohl, whose attacks on public TV have sparked criticism that he is partial to private channels — the biggest of which is owned by a close political ally.
