  Overview
The ASEAN Vision 2020, adopted by the ASEAN Leaders on the 30th Anniversary of ASEAN, agreed on a shared vision of ASEAN as a concert of Southeast Asian nations, outward looking, living in peace, stability and prosperity, bonded together in partnership in dynamic development and in a community of caring societies.
ASEAN shall ensure that its work force shall be prepared for, and benefit from, economic integration by investing more resources for basic and higher education, training, science and technology development, job creation, and social protection.
ASEAN Plus Three relations continue to expand and deepen in the areas of security dialogue and cooperation, transnational crime, trade and investment, environment, finance and monetary, agriculture and forestry, energy, tourism, health, labour, culture and the arts, science and technology, information and communication technology, social welfare and development, youth, and rural development and poverty eradication.

ASEAN was originally formed out of an organization called Maphilindo, essentially an alliance consisting of the Philippines, Malaysia, and Indonesia in the early 1960s.
ASEAN itself was established on August 8, 1967, when foreign ministers of five countries—Indonesia, Malaysia, the Philippines, Singapore, and Thailand met at the Thai Department of Foreign Affairs building in Bangkok and signed the ASEAN Declaration (also known as the Bangkok Declaration).
The Foreign Ministers of ASEAN member states determined that invitation to the inaugural East Asian Summit, the first of which is to be held in late 2005 and hosted by Malaysia, was to be restricted to signatories of the TAC.

Protocols for the accession of Laos and Cambodia to the Agreement were signed in July 2000 but the EU has indicated that it cannot agree to negotiate an extension of this agreement to Burma/Myanmar as long as the situation as regards democracy and human rights in that country does not improve significantly.

 ASEAN MEMBERS AGREE TO DEEPEN INTEGRATION
Noting that not all ASEAN countries would be able to meet the recommended deadlines, they agreed that implementation should be flexible, allowing countries that are ready to proceed to do so.
ASEAN Secretary-General Ong Keng Yong said the programme "allows ASEAN products to be exported to China at a very concessionary rate so that ASEAN countries can actually get benefits of a free trade arrangement even before the agreement is finalised".
He added that "if we join forces, Korea and ASEAN members, and by extension all of East Asia, will become the engine of growth for the world economy, and the 21st century will be the age of East Asia".

To join Asean, Cambodia was required to meet a schedule for reducing customs tariffs from rates of up to 30 percent to zero to five percent, and reduce tariffs on foreign goods to comply with a timetable for the Asean Free Trade Area.
While a delegation of Asean foreign ministers was in town, Hun Sen told reporters that Cambodia was capable of solving its own problems and that Asean would not be allowed to use membership in the body as leverage to gain influence in Cambodia’s internal affairs.

On Burma, ASEAN should assign an envoy to work with all sides _ the Burmese military, the democratic opposition, and ethnic minority groups _ to explore how the recommendations of the UN Commission for Human Rights could be implemented, including release of political prisoners, an end to forced labor, and opening a political dialogue.
ASEAN should also insist on action by the Cambodian government to investigate and prosecute extra-judicial killings documented by the UN, as the ASEAN troika urged in its June 20th statement in Bangkok.
On Indonesia, ASEAN should urge the Habibie government to take concrete action to address the fears of ethnic Chinese, such as by repealing all discriminatory laws and regulations and ensuring that acts of violence against ethnic Chinese are investigated and punished.
