ASEAN’s insistence on retaining the central diplomatic role in the ARF is a cause of friction with the Forum.

In the light of criticisms of the ARF highlighted in the opening paragraphs of this paperdiscussion, it is useful to re-visit the critical elements behind its establishment.
The interest of regional defence ministers in such confidence-building dialogues is seen in the participation of 14 ARF defence ministers or their senior representatives in informal discussions during the inaugural Asian Security Conference organised by the International Institute of Strategic Studies (IISS) in Singapore from 31 May to 2 June 2002.
The approach adopted by the ARF may be indicative of the direction that should be adopted in creating multilateral and regional security institutions ­ an emphasis on cooperative security, building mutual confidence, engaging in preventive diplomacy and developing mechanisms for conflict prevention and conflict resolution.

 THE ASEAN REGIONAL FORUM: A CRITICAL APPRAISAL
ASEAN is still in the process of development, and for the present is encountering some difficulties due to the effects of the financial crisis and the instability and crises afflicting its largest member, Indonesia.
The ARF at present is focused mainly on confidence-building while it explores the possibilities for preventive diplomacy in the region.
If the ARF participants are patient and pragmatic but determined in their pursuit of regional cooperation for the benefit of all and to the serious detriment of none, the Forum can have a promising future.

 The EU and the ASEAN Regional Forum (ARF) - Overview
The ASEAN Regional Forum (ARF) is the only Asia-wide multilateral forum on regional security, which met for the first time in 1994.
The EU is represented in ARF by the troika.

 ASEAN Regional Forum: Promoting U.S. Interests
ARF was created in 1994 by the countries of the Association of Southeast Asian Nations (ASEAN) to "foster constructive dialogue and consultation on political and security issues of common interest and concern...and to make significant contributions to efforts towards confidence-building and preventive diplomacy in the Asia-Pacific region."
While the ASEAN nations agree among themselves that a binding "code of conduct" for disputed areas is necessary to preserve peace, China's refusal to restrain its activities in the area has led only to a non-binding political declaration.
The prospect that ASEAN might reach an accord on the disposition of maritime claims in the region that could gain international recognition would oblige China to join or face the increasing concerns in the region that stem from its overbearing territorial and EEZ claims in the South China Sea.

The pledge by ARF’s member states to fight international terrorism might not have been enough to change old images, but the significance of the Brunei meeting can be found in the substance of that commitment.

This accomplishment in getting together in a world forum setting with interested countries from around the world is something that is very valuable, and that's really what we are looking forward to introducing ourselves and introducing our secretary to people in the region so that they can get to know him better.
With respect to the preventive diplomacy in the ASEAN Regional Forum, I don't think we have had expectations of this rather tentative process moving along, if only because there are so many partners with very many different interests and histories.
What I think we are seeking in the ARF is a process that steadily moves the countries to understand each other, to get a sense of the security issues, and to move in ways that leave everyone feeling secure and safe towards ways of solving and addressing these problems when they become more acute.

Pakistan has been long lobbying Asean countries to admit it into the Asean Regional Forum (ARF) - a security forum consisting of Asean nations, China, Japan, India and others.
Admitting it into the ARF prematurely may be a decision both Indian and other ARF nations will come to regret.
To exchange commonwealth and arf membership for temporary peace would be the greatest blunder of indian government,especially when it is in a position of strength(ps.with congress now coming in power the thoughts expressed may not be relevant anymore)

We suggest that the ARF organize a Track II Study Group with participation of local NGOs in order to examine the potential application of PD to the peace and security of Northeast Asia.
Although we appreciate the efforts the ARF has made in bringing parties together at the sidelines of the ARF, we recommend that the ARF facilitate more substantial bilateral talks between the United States and North Korea.
