		ASTM International announces that a 2004 Award of Merit has been given to Robert Dale Thomas, vice president of engineering at the National Concrete Masonry Association in Herndon, Va. 		An ASTM Consensus Standard meeting was held Friday 9/6/02 near Philadelphia, PA at the ASTM headquarters.
		Several months after this decision was made, a number of committees were selected to start writing standards for this program; drafts of a number of these standards are now available and are being offered to the membership in anticipation of balloting and adoption over the next year.
