ATSIC was not serving them well, that’s the whole point, indigenous Australians haven’t been getting value for the money we’ve been spending and the whole purpose and priority of this Government in terms of indigenous affairs is to deliver better services on the ground.

ATSIC is an important institution for Indigenous people, representing, in effect, the limits to which Australian governments have been prepared to go in accepting and delivering autonomy and self-management for Indigenous Australians.
Reform of ATSIC, in determining the conditions of such acceptance for a considerable period into the future, is undoubtedly one of the most crucial policy decisions in Indigenous affairs of recent times.
If ATSIC is to have a meaningful role in supporting Indigenous self-management and self-determination, then it must retain its role as the principal source of policy advice to government.

The Review Panel had also heard in its consultations and in submissions that 'the current leadership was considered to have reduced ATSIC to a disreputable state of affairs', and that the ATSIC Board seemed 'unable or unwilling' to deal effectively with this situation.
The Head of the ATSIC Review Secretariat pointed out in response to media reporting that the comments of the Panel 'related to the nature of the structure of the organisation and not to any behaviour of the organisation or of the people operating within it'.
That ATSIC should be the principal source of policy advice for the Commonwealth Government on Indigenous affairs, and should be utilised more by State and Territory governments.

ATSIC regarded the current review established in November 2002, as an opportunity in part to "address the systemic ignorance in some areas of government, mainstream media and in the wider community about what ATSIC was established to do and what it was not".
ATSIC should have a defined role to provide advice on mainstream policy and service delivery by government departments and agencies at a national as well as state and territory level, and in monitoring the performance of those agencies to agreed standards and benchmarks.
In addition, if concerns about ATSIC from within the Indigenous community are a significant reason for the need for change, as suggested in the discussion paper, then of paramount importance is that future changes are seen to have come from a proper and transparent process of negotiation with and consent from Indigenous stakeholders.

ATSIC has no access to information, knowledge, research capacity or objective advice except through the existing bureaucracy which is responsible to, and controlled by, the government.
Finally, I conclude that ATSIC is merely the latest policy fiasco in a long history of similar failures, and that until Aboriginal Affairs policy makers can understand the mistakes made in the conceptual evolution and creation of ATSIC, then indigenous people are faced with frequent further fiascos in he future.
The problems inherent in both the concept and practice of the ATSIC electoral process are one of the primary causes of indigenous discontent with the organisation.

ATSIC stated that for all programs and policy proposals ‘the values and aspirations that are meaningful to, and express priorities of, Australia’s Indigenous peoples must be the basis for the policy approaches being taken.’ Accordingly, the question that they saw as being the central one was:
ATSIC’s Regional Autonomy report suggested that state and territory accountability could be improved through the adoption of a more active leadership role by the Commonwealth, including forms of leverage to ensure compliance such as performance conditions on grants to states and territories.
ATSIC should seek to negotiate a funding contribution from the states and territories for such audits to be undertaken on a regular basis within their agreement making function.

While nominations for ATSIC Regional Councils were open, it must have occurred to many experienced Aboriginal politicians that whereas in their own organisations (housing associations, legal services, land councils, medical services, etc.) they had powers to hire and fire their staff, as Regional Councillors or ATSIC Commissioners they would not.
ATSIC staff remain Commonwealth public servants whose primary accountability, in the performance of duties and in the interpretation of policy guidelines, is to the Chief Executive Officer, a full-time public servant appointed by the Minister.
ATSIC, whilst it may not redress that in all areas, nonetheless allows a significant devolving of decision making to Aboriginal people over a range of issues which would otherwise be determined by non-Aboriginal people.

I notice that last week a group of ATSIC Regional Council Chairs called for implementation of a good governance model within ATSIC very similar to that which the Government is pursuing.
The agency, Aboriginal and Torres Strait Islander Services (ATSIS), will be headed by the ATSIC CEO and will be required to operate in conformity with policies and priorities established by the ATSIC Board and Regional Councils and to report on performance to the ATSIC elected arm.
The agency will be staffed by existing members of ATSIC's administrative arm and will be subject to checks and balances in its decision-making, including internal and external reviews, to ensure that the administration exercises its responsibilities on a transparent, merit basis without external interference.

There’s certain Aboriginal leaders around who were quite happy to sort of jump in bed with the A-L-P when they set up their self-appointed bunch of supposed experts and leaders to negotiate the native title act which has proven to be a complete and absolute disaster.
It doesn’t surprise me that the public opinion polls show so much support, the way in which the media flogged ATSIC in the last few years it’s clear that the Australian people have been conditioned into supporting the position of the government, after all, Australia is a nation of sheep.
I think it was, I got a great deal of respect for my brother and other people on ATSIC and that’s probably the tragic part of it that some of them are going to get tarred with the same brush of others.

 Australian Aborigines become first target for "welfare reform"
Many were previously administered by the elected Aboriginal and Torres Strait Islander Commission (ATSIC), which the government is seeking to abolish as soon as parliament resumes this month.
Among its members are John Moriarty, a prominent Sydney businessman, Joe Proctor, an investment banker and chief executive officer of Indigenous Capital Ltd, Joseph Elu, chairperson of Indigenous Business Australia, and Robert Lee, chief executive officer of the Jawoyn Association, which is associated with tourism ventures in the Northern Territory.
Along with other ATSIC board members, he was one of the first exponents of developing welfare “smartcards”.

I think the most damning indictment on ATSIC came last night on ABC's 7.30 Report when the Acting Chairman of ATSIC, Lionel Quartermaine, tried to argue that mainstreaming funding was not the solution.
The fact I missed out on a vote for ATSIC was no skin off my own nose, since the matters it controlled weren't ones that affected my life -- although it was still a shame for ATSIC's own constituents that the august body spent so much and achieved so little.
ATSIC is about the fourth attempt over the years to have "self determination" for Aboriginal people.
