I like Abbey and In think a lot of it has to do with her forever being Rizzo in my mind! (Sorry Locutus!) I think Stockard Channing and Martin Sheen play their roles so well that you actually believe they really love each other and have a strong bond.
The only downside to Abbey Bartlet's character is that she doesn't have too much involvement in the high politics of the West Wing.
Unfortunately, it seems that for most of the first three seasons, Abbey's involvement in the West Wing seems to be confined to ceremonial functions, wife and a mother.

The West Wing: The Complete Second Season Movie Review at Hollywood Video
Beginning with the aftermath of the first season's cliffhanger assassination attempt on President Bartlet (Martin Sheen) and ending with the funeral of a major series regular, the stories were sharp and intricate, the acting incomparable, and the audience appeal unmatched.
The opening two-parter is especially good as it cleverly uses smash cuts to transition between a crisis in the present and three-years-prior flashbacks that illuminate how the characters met and clinched the Presidential nomination for Bartlet.
Particularly fun is the scene in which Donna (Janel Moloney) and Josh meet and begin a relationship that teeters on the edge of personal, but never (yet) crosses the line.

The administration of President Jed Bartlet (Martin Sheen) is still technically in charge of the United States as The West Wing enters its fifth season (and its first without the services of longtime producer Aaron Sorkin), but Bartlet himself is no longer commander in chief -- at least, not at the moment.
To avoid conflict-of-interest charges after his daughter Zoey is kidnapped by Qumari terrorists, Bartlet had relinquished power to the next person in the chain of command.
The season ends as Bartlet girds up to tackle the (hopefully) last major crisis in his administration -- a possible all-out war between Israel and Palestine; and Josh's fiery assistant, Donna (Janel Moloney), faces critical injuries after her convoy is attacked by terrorists while she is on a fact-finding mission in Palestine.
