Abel Pacheco de la Espriella (born December 22, 1933, San José) was president of Costa Rica between 2002 and 2006, representing the Social Christian Unity Party (Partido Unidad Social Cristiana – PUSC).
During this time period, Pacheco participated in a counter-revolution attempt mounted from Nicaragua in 1955, lead by former president Rafael Angel Calderon Guardia.
On 7 April 2002, in the second round – the first time the mechanism had been used since the rules were introduced – Pacheco got 58% of the vote, beating Rolando Araya Monge of the liberal PLN by a narrow margin.

Costa Rican President Abel Pacheco de la Espriella, at the head of a 14-member delegation, is scheduled to arrive in Taiwan Aug. 12 for a six-day state visit, according to the Ministry of Foreign Affairs (MOFA).
Pacheco first visited Taiwan in October 2002 to participate in the ROC's national day celebrations in his capacity as the Costa Rican president.
Pacheco's August visit will be his third to Taiwan, which reflects the cordial relations between the two countries, a MOFA official said.

President Pacheco was nominated for the prize last June, because shark related laws during his administration have been continuously disregarded due to special agreements and exemptions for foreign, mostly Taiwanese shark fishing vessels by Costa Rica's National Fishery Institute (INCOPESCA) and the Customs Department.
President Pacheco has spoken publicly against shark finning, his Ministry of Environment (MINAE) has fought hard to protect sharks and promote marine conservation, and Congress has approved laws to ban the finning of sharks; however, the policies of Customs and the INCOPESCA clearly have brought this prize on the President and on Costa Rica.

The presidential term of Abel Pacheco de la Espriella, of the Social Christian Unity Party (PUSC), began in May 2002, after he won 58 percent of the vote in a fair and free election.
Conditions at the young adult prison in the La Reforma complex were so poor that the Public Defender presented a case before the Supreme Court calling for the construction of a new facility to house young adults convicted of crimes while minors.
In the February 2002 elections, the failure of any presidential candidate to win 40 percent of the popular vote necessitated a runoff election in April, which was won by Abel Pacheco of the PUSC Party.

Even his idea of creating citadels so that people with disabilities could live and provide the country a cheaper solution to the accessibility needs for transportation and other services, was rejected by the leaders and activists of the disability community, who concluded that the proposal had hidden "ghetto" misconceptions which are contrary to inclusion.
