U.S. law permits detention of a witness when his or her testimony is material to a criminal proceeding, and when the witness presents a risk of absconding before testifying.
During an international armed conflict, the laws of war permit the detention of captured enemy soldiers until the end of the war; it is not necessary to bring charges or hold trials.
The administration insists that the laws of war give it unfettered authority to hold combatants as long as the war continues—and the administration argues that the relevant “war” is that against terrorism, not the long since concluded international armed conflict in Afghanistan during which most of the Guantánamo detainees were picked up.

Review: Lawless World by Philippe Sands | Review | Guardian Unlimited Books
In exploring the evolution of international law since the second world war, and the new American attitude of withdrawal and unilateralism, it goes to the very heart of the nature of the international order and its future.
He recognises that international law is opaque and largely undemocratic, but believes, perhaps too optimistically, that the processes and institutions are being opened up, albeit slowly.
Above all, though, it is authoritative and ruthless in its analysis of the conduct of the United States and withering about the role of Britain.

Above the law | World dispatch | Guardian Unlimited
Last month, the Italian parliament approved a hugely controversial law that granted immunity from prosecution to five top state officials - the president, the head of the constitutional court, the speakers of the two houses of parliament and the prime minister.
The ministry's argument would anyway be more understandable if it were not for the fact that, while the immunity bill was in parliament, members of Mr Berlusconi's own party repeatedly assured their opponents that it was intended solely to block trials and not investigations.
The prosecutors, for their part, have argued that - whatever the scope of the law - Mr Caselli's intervention is at odds with Italy's penal code, which states that the justice ministry can only stop a rogatoire at the outset.

No; the system is not designed to serve the function of "critic." The ratings do not determine or reflect whether a film is "good" or "bad." The system is not intended to approve, disapprove or censor any film; it merely assigns a rating for guidance--leaving the decision-making responsibilities to the parents.
Submitting a film is purely a voluntary decision made by the filmmakers.
Parents are urged to learn as much about a film as possible before they permit their children to attend.

He starts from the three 'laws' of translation laid down by Alexander Fraser Tytler, Lord Woodhouselee, in 1813: the translator has to strike a balance between giving a complete transcript of the ideas of the original work; recreating the style of writing of the original work; and achieving the ease of original composition.
Joseph argues that the second law, the recreation of style, must be discarded in legal translation: everything must give way to at least attempting to satisfy the first law, the presentation of the ideas of the original.
