 Frank J. Williams: Parallel Passages that Raise Questions About a Chapter He Wrote in the 1990s
The Providence Journal reported this week that Frank J. Williams wrote an article in 1993 that was substantially similar to another article (by Kenneth B. Roberts) published by the Providence Journal's Sunday magazine in 1957.
According to the Providence Journal account, Williams said "[h]e is unaware of any similar instances in his writing." But an HNN reader has brought to our attention passages that appeared in one of Williams's scholarly works that closely parallel the words used by other writers.
Williams was made aware of the parallels in 2002.

Bearss; "The Battle of the Wilderness" by Noah Andre Trudeau; "The Battle of Spotsylvania" by William D. Matter; and "The North Anna Campaign" by J. Michael Miller.
Earl J. Hess presented "The 'Face of Battle' and the Experience of Combat in the Civil War"; Reid Mitchell presented "The Union Soldier and the Local Community"; and comments were by Herman M. Hattaway and Drew G. Faust.

Williams has written or edited more than 12 volumes on Lincoln, including "Abraham Lincoln: Sources and Styles of Leadership," "Lincoln's Deathbed in Art and Memory," and his latest book, "Judging Lincoln." He is currently completing a bibliography of all titles about Lincoln published since 1865, and is co-editing a book on the Emancipation Proclamation.
Williams has served as president of the Abraham Lincoln Association and The Lincoln Group of Boston, and since 1996 as chairman of The Lincoln Forum.
In private practice from 1978 to 1995, Williams served as an associate justice on the Rhode Island Superior Court from 1995 to 2001, and since 2001 as chief justice of the Rhode Island Supreme Court.

"Abraham Lincoln was born in Hardin County, Ky., February 12, 1809.
His earliest ancestor in America was Samuel Lincoln, of Norwich, England, who settled in Hingham, Mass., where he died, leaving a son, Mordecai, whose son of the same name removed to Monmouth, N.J., and thence to Berks County, Pa., where he died in 1735.
In 1830 his father again emigrated, and located in Macon County, Ill. Abraham by this time had attained the unusual stature of 6 feet 4 inches, and was of great muscular strength; joined with his father in building his cabin, clearing the field, and splitting the rails for fencing the farm.

Temple published a broadside "Letter from A. Lincoln to Governor William H. Bissell, March 22, 1854," in which Lincoln seeks a pardon for a father and son convicted of stealing hogs despite the defendants' guilt in the matter.
The despot referred to is Abraham Lincoln and relates to Union troops shooting at pro-Confederate demonstrators in Baltimore as the troops tried to pass through to Washington.

Williams is the founding chairman of the Lincoln Forum, the current president of the Ulysses S. Grant Association, and a past president of the Abraham Lincoln Association and the Lincoln Group of Boston.
In 2000, Chief Justice Williams was appointed by Congress to the Abraham Lincoln Bicentennial Commission to plan events commemorating the two hundredth birthday of Abraham Lincoln in 2009.
Presently Williams is writing a bibliography of Lincoln titles published since 1865 and, with Harold Holzer and Edna Green Medford, is writing a book on the Emancipation Proclamation.

An emancipation proclamation issued by General J. Frmont at St Louis,in August 186i, though promptly disavowed by President Lincoln, precipitated the issue.
The state convention, after voting against secession, had adjourned, and after various sessions was dissolved in October 1863.

During the American Civil War, Abraham Lincoln declared martial law and authorized such forums to try terrorists because military tribunals had the capacity to act quickly, to gather intelligence through interrogation, and to prevent confidential life-saving information from becoming public.
In the 80 days that elapsed between Abraham Lincoln's April 1861 call for troops--the beginning of the Civil War--and the official convening of Congress in special session on July 4, 1861, Lincoln performed a whole series of important acts by sheer assumption of presidential power.

Williams is plainly a cut above unrefined Lincoln enthusiasm because he recognizes the difficulty of pinning Lincoln down, as evidenced in his paper tracing Lincoln's maneuvers to pass the Thirteenth Amendment.
Williams, like all good authors and historians recognizes that there will never be a definative word on his subject, but is unafraid to weigh in with his own venture into the fray.
Williams treats his subject quite fairly showing both sides of the stories in which controvercy over Lincoln's actions have resided.

United States Senators.--1803 to 1807, Thomas Worthington; 1807 to 1809, Edward Tiffin; resigned his seat in 1809, and was succeeded by Thomas Worthington, who also resigned, in 1815, to accept the governorship of Ohio ; Joseph Kerr was elected to servo the unexpired term.
This was the last United States senator from Ross county until 1837, when William Allen was elected, and served until 1849.

Williams says in this letter that he served in Company D of the 12th Regiment, enlisting on 10 November 1863 and being mustered out on 5 January 1866.
Terrell's Report of the Adjutant General does not list T. Williams in Company D or any other company of the 12th Regiment.
His letter mentions several battles, also that Williams voted for Lincoln in 1864 though not of age, and that after Lincoln's assassination "the officers could hardly keep the soldiers from burning the city [of Raleigh]."
