Abrene Region is Latvian Territory
It refers to the WWII documents of the Soviet intelligence, in which Abrene is mentioned not as Soviet, but as Latvian territory.
In the dispatch of Soviet intelligence resident Maksimov from August 1944 concerning agent recruitment in Abrene region, the Latvian name of the railway station Punduri is mentioned (photocopy no.3).
At the same time, the districts of Gavry, Karsava, Ludza, and Rezekne (the latter three are today located in the territory of Latvia) and Vilaka, Jaunlatgale, Gavry (the first one of them is located in the territory of Latvia) are mentioned as the integrated territorial units, which they were in reality (photocopy no.4).

The Abrene district (Latvian: Abrenes apriņķis) was an administrative district in the Republic of Latvia with an area of 4292 square kilometers, formed in 1925 from the northern part of the Ludza district and the western part of the Ostrov region as the Jaunlatgale (New Latgale) district, but this was renamed Abrene in 1938.
The district included the towns of Balvi and Abrene and 14 villages, and the civil parishes (Latvian: pagasti) comprising the district were reorganized thrice (there were 12 in 1929, 13 in 1935, and 15 in 1940).
The Abrene region was long a point of contact and friction between the Finno-Ugric, Baltic, and Slavic languages, cultures, tribes, and countries.

Abrene region is a territory of over 1000 square kilometers, currently in the Russian Federation as the Pytalovo District of Pskov Oblast, just northeast of Latvia.
Abrene, the largest town in region, was given back its former name of Pytalovo (from Latvian word Pietālava).
In 2005, President Vaira Vīķe-Freiberga said that, most likely, the border agreement which is planned to be signed soon would forever cede the Abrene region to Russia, thereby ending the dispute.

Abrene is a real place, even without DOA’s anthropomorphization, and DOA is quite right—in essence; if you can sign it away so easily, just wait until you get signed away.
Ceding Abrene to Russia formally would be like someone sticking a knife in your back once and then you giving them that knife and saying ‘here, do it again and give it a good twist this time.

Pytalovo (Russian: Пыта́лово, Latvian: Abrene) is a town in Pskov Oblast, Russia, the administrative center of Pytalovsky District.
After the World War II, the Soviet Union transferred Abrene together with the eastern part of the Abrene District from Latvian SSR to Pskov Oblast of the Russian SFSR.

The internal Soviet decision to transfer Abrene from the Latvian SSR to the Russian FSSR is in no respect 'international law', it is simply irrelevant in any international judicial context.
Since we have now returned from totalitarian politics of force to (more or less) civilized and regulated international relations, there is only one way of solving the Abrene case, and that is to start negotiations from the state of affairs _before_ the Soviet aggression.
That state of affairs was based on the 1920 peace treaty and on the non-aggression agreement between Latvia and the USSR.

It's not the territory many Latvians don't want to see given back (even in an ideal world where it might be) -- it's the people who live there now they wouldn't want to see (and one must note that most surveys about these issues are of everybody in Latvia -- non-citizens included).
Not only ethnic Latvians but also many of the ethnic Russians who lived in Abrene, and formed a majority of the population there (many of them actually Russified Latvians, ethnically, to be precise -- and almost all of them Latvian nationals), were driven out after the war.
