Because most numbers can have their exponent adjusted so that there is a 1 in the integer bit (a process called normalizing), the 1 does not need to be stored, effectively allowing for an extra bit of precision.
Numbers are represented as sign-magnitude, so that a negative number has the same mantissa as a positive number of the same magnitude, but with a sign bit of 1.
A zero exponent with a nonzero mantissa is a "denormal." A denormal is a number whose magnitude is too small to be represented with an integer bit of 1 and can have as few as one significant bit.

We compared volcanic earthquake swarm durations and the magnitudes of the largest earthquakes within swarms with eruptive activity using a global volcanic earthquake swarm database that we compiled from the Bulletin of Volcanic Eruptions and Volcanoes of the World, augmented by the literature.
A similar positive correlation is apparent when the magnitude of the largest earthquake within a swarm is compared to the VEI.
For eruptions of VEI 2 or greater, the mean magnitude of the largest precursory earthquake shows an increase with increasing explosivity.

I though it was just reals that had an abs; a vector abs I would expect to abs the elements not return magnitude.
As far as I see, abs is fairly standard use for deriving this value when it comes to complex numbers.
They are also represented in polar form in which case the complex parts are converted to a magnitude (abs) and a relative phase angle.
