ANSWER: As far as I'm aware, Kloss has not said much about this (although I should point out that I'm not really familiar with his work).
However, although the designation ("Abstandsprache") is Kloss's, the concept has a long history in linguistics.
That is, there has long been a general understanding that whether two varieties are (or belong to) different languages, rather than being just dialects of the same language, depends on the linguistic distance separating them.
