Incident: The weekly Waspada (Medan, Sumatra) yesterday published the following report regarding the year-long violence in Aceh (northern Sumatra): According to the Police Chief of the Republic of Indonesia, Gen. Roesmanhadi, the conflict in Aceh from January to December 1999 resulted in 452 casualties and the destruction of 419 buildings.
Roesmanhadi stated that unrest in the province of Aceh was concentrated in the following four districts: Aceh Pidie, Aceh Utara, Aceh Barat, and Aceh Timur.
The third occurred in late July, at Beutong, Aceh Barat, when the security forces raided an Islamic school suspected of concealing an arms cache for AMM insurgents.

The assessment of the laboratory system in Aceh province was conducted through short missions of different experts dispatched to Aceh just after the tsunami and a more extensive assessment was carried out in May 2005.

Given the relative large rice surplus available in the region, it is recommended that local purchases be made whenever possible in order to meet food aid requirement for 500,000 refugees in the province in order to avoid domestic food market distortions, said FAO and WFP in in a joint food assessment report released today.
In spite of the overall surplus of rice in Aceh, FAO and WFP added, many farmers in the most affected areas are estimated to have lost two 2005 consecutive seasons (2004/05 main season and 2005 secondary season) of paddy production completely.

In order to implement the rehabilitation and reconstruction, a holistic and comprehensive planning in the form of a Master Plan for the Rehabilitation and Reconstruction of Aceh and Nias, North Sumatra is needed.
