When McGill hosted the Acfas congress for the first time back in 1996, there were literally hundreds of volunteers involved in everything from managing logistics, fundraising and communications, to setting the scientific agenda for the event.

The ACFAS guidelines also provide information regarding new treatments for managing foot ulcers, such as growth factors and skin substitutes that can expedite healing.

Please keep in mind that the ACFAS is an ethical organization which formulates guidelines, not rules.
I beleive that their published professional guidelines which were the result of a huge collaborative effort and many hours of hard work really represent the "bottom line" when it comes to most foot and ankle surgery.
The importance of their flow chart, I believe, is to demonstrate that a well respected surgical organization is basically telling everyone that there is a fairly long pathway to surgery on the plantar fascia.

 ACFAS Endorses Protocol For Preventing Surgical Errors
The American College of Foot and Ankle Surgeons (ACFAS) has joined a coalition of over 40 surgical organizations and the Joint Commission on the Accreditation of Healthcare Organizations (JCAHO) in endorsing a new protocol called the Universal Protocol for Preventing Wrong Site, Wrong Procedure and Wrong Person Surgery.
The protocol involves surgeons and their teams taking the following precautions: a preoperative verification process; marking the operative site; and taking a “time out” immediately before surgery to review what will happen.
Although the ACFAS cannot discipline any member who does not follow the procedures, the protocol will be a part of JCAHO hospital and ambulatory accreditation and will be enforced at that level, according to ACFAS Executive Director Chris Mahaffey, MS, CAE.
