The point of the metaphor is that Achzib will be as disappointing to the kings of Israel as a dried up spring in the summer is to a thirsty traveler in the Jordanian desert.

In 1 Chronicles 4:22 it is called Cozeba, the King James Version "Chozeba" (kozebha'), clearly seen to be the same as Achzib, from the places with which it is grouped.
The cities on the coast doubtless aided one another, and Sidon had become rich and powerful before this and could succor such a small town in case of attack.
Achzib was a coast town, nine miles north of Acco, now known as Ez-Zib.

Achzib, located on the northern coastal plain south of the mouth of the Keziv Stream, was an important Phoenician port-city that was first settled in the Middle Canaanite (Bronze) II period.
Phoenician settlement, which started on the Lebanese coast toward the end of the 2nd millennium BCE, spread southward along Eretz-Israel coast and westward to Cyprus and then to the Mediterranean islands and more distant shores during the 1st millennium BCE.
They are characteristic of the northern coastal strip, and therefore are termed “Achzib ware.” The vessels have a burnished red slip that was made on the potter's wheel.
