In 1854 Manayunk as well as the rest of the boroughs, townships, and districts making up Philadelphia County were disbanded and merged into the City of Philadelphia, through the Act of Consolidation, 1854.
Even though it was no longer a separate entity the community maintained its small-town charm and became one of the neighborhoods of the city, continuing to be one of the manufacturing centers of the city for the next 100 years.

Since 1854 the borders of both the county and the city have been conterminous, and the two have shared a common government since 1952, yet by law the county is a separate legal entity from the city.
In 1780, the Assembly would pass an Act that abolished the Board of County Assessors and left their functions in the hands of the Commissioners alone, who continued to appoint the assessors and collectors of each of the county's boroughs, townships, and districts.
The consolidation of the City and County of Philadelphia in 1854 abolished the Board of County Commissioners, with most of their functions transferred to the popularly elected City Commissioners who, although retaining their original title and duties, were thenceforth considered County officers.

The assembly, in March 1683, passed an act which provided that all children should be taught to read and write by the time they were twelve years of age, that then they should be taught some useful trade, and that for every child not so taught the parent or guardian should be fined five pounds.
The Consolidation Act of 1854 extended the boundaries to the county lines without destroying the county government, changed the corporate name from Mayor, Aldermen, and Citizens of Philadelphia to the City of Philadelphia, created the offices of controller and receiver of taxes, and considerably modified the powers and duties of the corporation and its officers.
The Bullitt Act, passed in 1885, to go into effect in 1887, and since 1885 amended and supplemented, is a new charter except in name; particularly notable is its transfer of the balance of power from the councils and various self-perpetuating commissions to the mayor.

From the consolidation of the city in 1854 and for a long period afterwards it was used as a police station.
By act of March 24,1812, the inhabitants of Moyamensing were incorporated by the style of "the commissioners and inhabitants of the township of Moyamensing." By act of April 4, 1831, the township was divided into East and West Moyamensing.
In 1854 the township or Unincorporated Northern Liberties was the space of land north of Kensington, west of Richmond and Aramingo, and a portion of Frankford, south of a portion of Oxford and Bristol townships, and east of Penn township.

The Act of Consolidation, passed by the state legislature in 1854, provided that the city of Philadelphia, as limited by the charter of 1789, should be enlarged by taking in all the territory within the county of Philadelphia.

The Office of Auditor General was created by an Act of March 17,1809, which was an amendment and consolidation of the original state government act for auditing public accounts, the act that had created the Comptroller General's office in 1782 (see RG 4).
1854 the Department was empowered to (1) disallow items in government accounts stated at figures in excess of fair cash prices, and (2) require all incorporated mining and manufacturing companies to submit annual reports showing their fiscal position and enumerated assets.
Duties involving approval of various state contracts, acting in conjunction with the Governor and the State Treasurer, were conspicuously set forth in the Fiscal Code.

In 1854, a group of civic leaders won a ten-year effort to consolidate the City of Philadelphia with the surrounding Philadelphia County.
They were all consolidated by act of the Pennsylvania Legislature into an expanded City of Philadelphia, which became the nation's largest city in terms of land area.
The two principal arguments for consolidation, powerfully stated by Price and others, were (1) the need to compete in the new economy of the mid-1800's and (2) the need to prevent the riots and arson that rocked the City and Districts during the 1840s.

Upon promising good behavior in the future, the members of the company were reinstated, and with the exception of one or two fights in which they were conspicuous - a fireman, named MCQUEEN being knocked down and dragged to the police station by officer REGAN on one occasion - the men kept their word.
From October, 1854, to October, 1855, the Foreman was Sidney LARREMORE, who gave place in 1855 to William BURRELL, who remained in command of the company until the formation of the paid Department.
At this time, the act of consolidation changed the Williamsburgh Fire Department to the Fire Department of the Eastern District, and on April 7, 1857, an act was passed incorporating the Eastern District Department in the form which it maintained until it was, with that of the Western District merged into the paid Department.
