The Homeland Security Act (HSA) of 2002, introduced in the aftermath of the September 11, 2001 attacks, created the Department of Homeland Security in the largest government reorganization in 50 years, since the Department of Defense was created.
Civil liberties imperiled by the Homeland Security Act include some constitutional rights, namely: the rights to freedom of speech, religion, assembly and privacy; the rights to counsel and due process; and protection from unreasonable searches and seizures.
Concerns about curtailment of civil liberties by the HSA were given a heightened sense of urgency by media revelations in 2002, about another Bush administration initiative, which created a new Pentagon agency under the direction of John Poindexter, known as the Office of Total Information Awareness.

On August 14, 1935, the Social Security Act established a system of old-age benefits for workers, benefits for victims of industrial accidents, unemployment insurance, aid for dependent mothers and children, the blind, and the physically handicapped.
The act also provided funds to assist children, the blind, and the unemployed; to institute vocational training programs; and provide family health programs.
The Social Security Act authorized the Social Security Board to register citizens for benefits, to administer the contributions received by the Federal Government, and to send payments to recipients.

The Internal Security Act, popularly named for Nevada's Senator Pat McCarran, an aging hack who, in fact, commandeered the legislation from an earlier version by congressmen Karl Mundt and (of all people) Richard Nixon argued for the fingerprinting and registration of all "subversives" at large in the United States.

 Internal Security Act
The Internal Security Act, also known as the McCarran-Wood Act, required registration with the Attorney General of the American Communist Party and affiliated organizations.
Other sections of the act declared it unlawful to conspire to establish a totalitarian dictatorship, to conceal membership of the American Communist Party when seeking government employment or to use a United States passport.
