All of the union projects (1810, 1822) proposed before 1840 stemmed largely from these two conditions : the union was necessary to assure the economic health of the two territories and to dilute the political power of the French.
The Union of Upper and Lower Canada shall be declared by a Proclamation of the Governor-general in the next 15 months; this union is made to "secure the rights and liberties and promote the interest of all classes of Her Majesty's subjects." The province is to be known as the Province of Canada.
The Union, with its clear intent of assimilation, was to generate trauma and political realignment in Quebec.

The law amended the Quebec Act to carve off a Loyalist haven from an upriver portion of Quebec to be known as Upper Canada, leaving the downriver part French within the terms of the Quebec Act, after 1791 to be called Lower Canada.
In application from 1841 to 1867, however, the union was more federal than unitary and since the political players on the artificially united stage represented remarkably different political and cultural traditions the union provided an arena for developing a political culture of accommodative dealmaking as well as experience with federalism.
More explicitly federal than the Union it replaced, the BNA Act recreated the separation of the Canadas (as well as preserving some of the autonomy of the Atlantic provinces) by drawing a line between the powers of provinces and the parliament of the union.
