  CATHOLIC ENCYCLOPEDIA: Acta Pilati
We are forced to admit that is of later origin, and scholars agree in assigning it to the middle of the fourth century.
Epiphanius refers to the Acta Pilati similar to our own, as early as 376, but there are indications that the current Greek text, the earliest extant form, is a revision of the original one.
The "Acta" are of orthodox composition and free from Gnostic taint.

acta. The Columbia Encyclopedia, Sixth Edition. 2001-05
Usually acta were texts made public, although publication was sometimes restricted.
The Acta senatus, according to a Roman administrative tradition, were for many years kept secret so that the public should have no knowledge of senatorial debate.

CATHOLIC ENCYCLOPEDIA: Acts of the Martyrs
The critical study of the Acta Martyrum has been vigorously prosecuted within the last few years, and the standpoint of the critics considerably changed since the attempt of Ruinart to make his selection of Acta.
This seems to be especially true of Rome, which possesses so few authentic Acta in spite of the number and fame of its martyrs; for the Romans had apparently lost the thread of these traditions as early as the second half of the fourth century.
In support of this severe criticism it is urged that the Roman Acta are for the most part not earlier than the sixth century (Dufourcq), and that spurious Acta were certainly not unknown during the period.

ACTA's report may not be the result of high-level quantitative data analysis; ACTA may not crunch numbers, or offer graphs and tables and standard deviations and means.
ACTA's report has drawn a range of responses from academics who object to both the report's message and to the fact that the message is coming from outside academe (not to mention from outside the narrow political spectrum that defines academic culture).
Until ACTA and Neal explicitly define accountability and explain how their proposed system will work, I will have to continue to presume that accountability in fact means what it seems to mean: an administrative process for banning professors from teaching certain kinds of classes that seem too left-wing.
