Adhocracy is a type of organization being an opposite of bureaucracy.
Adhocracy on the other hand is a structural system that breaks from the traditional ways of bureaucracy by not holding formal rules or regulations, is usually void of hierarchies, has no standardised procedures for dealing with routine problems, is low in formalisation and is organised for a temporary life.
Adhocracy was developed during the nineteen forties, specifically designed to be flexible in dealing with ever changing demands and goals.

 Bureaucracy and Adhocracy
Within today’s society, these types of structural systems can be found at work in high risk organisations, newly developing industries (which are attempting to discover their direction), as well as in groups that plan on only existing for short periods of time.
When faced with changes within the environment, adhocracy will be more able to cope and adapt quickly, while bureaucracy will need more time in order to change its rules to be more suitable.
Both Adhocracy and bureaucracy are only theoretical structural designs, and as such are not complete structures within themselves.

Adhocracy was a term developed by Warren Bennis to describe the organic organizational design envisioned for companies prepared to break free from the traditional business structure in favor of a more fluid system.
The logic of such a move was founded upon the notion that there is a lack of flexibility in the historic, institutional designs of previous centuries.
In designing your organization’s “readiness”, it is important to consider how adhocracy might assist you in creating the responsive, flexible, empowered organization of your future.

 Organizational Configurations (Mintzberg)
In adhocracies the different specialists must join their forces in multi-disciplinary teams, each formed around a specific project of innovation.
Whereas the operating adhocracy undertakes projects to serve its clients, the administrative adhocracy undertakes projects to serve itself, to bring new facilities or activities on line, as in the administrative structure of a highly automated company.
The latter is left free to structure itself as an adhocracy to bring new facilities on line or to modify old ones.

In an era of accelerating change, organizations, and national economies, most likely to succeed are those with the ability to adjust and adapt.
What is needed is an environment that fosters the use of an ad-hoc problem-solving technique, in effect an "adhocracy" that functions outside the often initiative-stifling bureaucracy.

DI Digest Idea 2 Sept 1997
The low-key, consensus-building style which APEC applies to environmental stewardship – known alternately as 'adhocracy,' 'the APEC way' and 'governance without government' –; is intended to avoid the conflict which may otherwise be inevitable within such a complex organization.
APEC's members bring to the table stunningly diverse historical, political, and cultural perspectives: they represent the schisms between North and South, East and West, ASEAN and non-ASEAN economies; they were on opposite sides of the Cold War; their ideas are informed by traditions including Confucianism, Buddhism, Islam, and Christianity, by state-directed and laissez-faire economics.
On the other hand, critics lament that this method has provided no SD benchmarks or concrete goals (unlike the trade track, which lays down a clear time frame for the elimination of trade barriers), has attracted inadequate funding, and has not been integrated into broader trade policies which have enormous environmental implications.
