In 1978, the Northern Territory was granted self-government by an Act of the Commonwealth Parliament, but because it is not a State, the degree of self-government is limited.
Northern Territory Government Ministers are appointed by the Administrator on the advice of the Chief Minister.
Until the Northern Territory was granted self-government on 1 July 1978, it was run by the Commonwealth Government, and used the Commonwealth Coat of Arms.

In 2002 he was awarded an Honorary Doctorate from the Northern Territory University for outstanding community service and notable achievement in the fields of Aboriginal affairs, historical studies and preservation and promotion of Australia’s cultural heritage, particularly song, verse and folklore.
He was the 2003 Northern Territory recipient of the Australian of the Year Award.

He now has to change his legal arguments to be not against the gazetting, which has already occured, but against the final signing off of the regulations which accompany the Act.
The Supreme Court of the Northern Territories is still scheduled to hear the case June 21.
