Admiral Bill wore the insignia of a fleet admiral in Star Trek IV, and several full admirals have been seen in the modern timeframe.
He was unnamed in the screenplay, but some sources have suggested the actor's surname name be used as his, in keeping with the convention used for Admiral Bob Bennett in Star Trek V (whose position of Chief of Staff might also be interpreted as CINC).
Wasn't she the Captain of the Saratoga in Star Trek IV?

The Enterprise retrieves the landing party and the Regula scientists (including Dr. David Marcus, the son of Carol Marcus and Admiral Kirk), and escapes into the nearby Mutara Nebula, where starship sensors do not function, and Kirk baits Khan into following them into the nebula.
Under orders from Starfleet Command, Admiral Kirk takes over command of the Enterprise from Captain Spock, interrupting the training cruise to investigate the trouble at Regula One.
Khan uses two of the creatures to control the minds of Captain Terrell and Commander Chekov, and he commandeers the Reliant, planning to learn everything he can about their secret mission with Project Genesis, and to get revenge against Admiral Kirk.

When Picard refuses, citing Lal and Data's mutual need to remain together for full developmental growth, Haftel gets permission to come aboard the U.S.S. Enterprise to observe Lal and is empowered to remove her from the ship if he is dissatisfied by what he sees.
Unable to experience the grief and emotion the crew feels at Lal's loss, Data must be content with Lal's memories of life, which he transfers to his brain.

If you go back to my review of the Star Trek: The Next Generation episode Coming of Age, you'll notice I mention that the story there about Captain Picard (Patrick Stewart) and Admiral Quinn (Ward Costello) is actually the first part of a two-parter.
What is also notable about Conspiracy is that there is a scene near the end which has been deleted from all of the broadcasts other than the first viewing.
The real problem with Conspiracy comes when you look at it from the perspective of seven complete seasons and three movies and realize they left it open to follow up on this story in the future and never did.
