"Terzic's letter offering the resignation of the entire government was delivered to the Bosnian presidency on Friday morning," said his chief of staff Mirsada Bukaric, but she stressed Bosnia's tripartite presidency "may reject or accept the resignation".
Terzic warned on Thursday he would resign after the parliament, in which the government parties hold a majority, refused to back a key reform introducing a uniform value added tax (VAT) that is designed to bring country closer to European Union standards.
Ashdown's office supported Terzic's move expressing hope that the reform process would not be halted in an implicit call on upper house lawmakers to reject the law.

In his resignation letter, Terzic said that the Bosnian government wouldn’t be able to meet the deadline for the implementation of a differentiated VAT rate; he also said that parliament had failed to support reform.
Terzic kept his post owing to the Bosnian presidency's rejection of his resignation, fearing that his departure might lead to the fall of the government.

Terzic on Tuesday activated Ivanic’s resignation, submitted last December over problems which have been overcome in the meantime, but Ivanic refused to withdraw.
Terzic said Ivanic was blocking the work of SIPA, by insisting on his own candidate.

Ivanic refused to accept the sacking, telling reporters that the cabinet is not Terzic's "private company with which he can do as he pleases." Ivanic added that he spoke with Terzic one hour before Terzic announced the sacking and that Terzic told him "nothing" about the matter.
Terzic is scheduled to tell the parliament's House of Representatives on 8 June about the sacking, RFE/RL's South Slavic and Albanian Languages Service reported.
