Adolph Wagner (25 March, 1835 - November 8, 1917), was a German economist and social reformer, a leading Kathedersozialist and 'public finance scholar; Wagner's Law of increasing state activity is named after him.
Born in Erlangen as the son of a university professor, the physiologist Rudolf Wagner, Adolph studied economics at the University of Göttingen, receiving a doctorate in 1857.
Wagner's academic career took him first to the Merchants' Superior School, Vienna (1858-1863), then â€" after failing to secure a chair at the University of Vienna because of disagreements over fiscal policy with Lorenz von Stein â€" to the Hamburg Higher Merchants' School (1863-1865), both institutions comparable to business schools today.

The most usual interpretation of this law is that Wagner thought that there would be an inevitable increase in the share of government expenditure in total output, although he did recognise some limits to this increase.
According to Wagner, public expenditure on the first of these (which included law and order and defence) would grow because the increasing division of labour would lead to the breakdown of communal relationships, requiring the state to take over functions previously carried out by families and local communities.
In Wagner's view, private sector monopolies would not adequately take into account the social needs of society as a whole and would therefore need to be replaced by public corporations.

I can't claim to have read Wagner, but there is some interesting background material on him in Ian Hacking's "Taming of Chance" (1990; page 130).
It seems that Wagner started as a laissez-faire economist, but was converted to Kethedersozialismus around 1870.
