The term "advice and consent" first appears in the United States Constitution in Article II, Section 2.2, referring to the Senate's role in the signing and ratification of treaties in the United States.
The actual motion adopted by the Senate when exercising the power is "to advise and consent to," showing how proactive advice on nominations and treaties is not a formal power exercised by the Senate.
For appointments, a majority of Senators are needed to pass a motion "to advice and consent," but a minority of Senators supporting a filibuster can block the passage of the motion, and thus block the appointment.

Advise and Consent is a movie of the type you rarely see anymore; it's very talky, moves at a languid pace, and doesn't trouble itself with pigeonholing its characters as heroes or villains.
Advise and Consent represents yet another in the long line of excellent classic releases from our friends at Warner Bros.; "sharp" is perhaps not the best way to describe the transfer, given the muted and somber cinematography, but it is a clean and well-defined picture.

Quality on all films is excellent across the board -- all have fine mono tracks except for "The Americanization of Emily" and "Bad Day at Black Rock," which feature stereo surround mixes.

Otto Preminger turned his eyes from the legal system (Anatomy of a Murder) to American politics in the underseen and tragically underappreciated Advise and Consent.
Above both of them are senior senators played by Walter Pidgeon and Charles Laughton (clearly on his last legs here, this was his final movie), who play puppetmasters over their younger charges.
Advise and Consent may not be completely realistic -- and the timing of Consent 's machinations are uncannily tidy -- but as a time capsule look into American politics in the '60s it couldn't be more insightful.

I found an interesting page called "The Fictional Senate of Allen Drury's Advise and Consent", by David Bratman.
It goes through the novel Advise and Consent and sets out the names of all the Senators in the novel, their state and party affiliations; it then explains some of the real-life sources for the novel, and summarizes Drury's increasingly unfortunate sequels.
I was thinking about Advise and Consent because the movie came out on DVD this week, and like the book, it's one of those things that is far more engrossing than it has any right to be.

Advise and Consent is really quite a remarkable film.
You'd have to search high and low to find a higher-caliber cast, the script's behind-the-scenes look at the reality of politics remains just a relevant today as it was in 1962, and the whole presentation is just flawless.
