Mexicana and Aeroméxico dominate Mexico's main internal routes, with the exception of flights to some coastal resorts where smaller state-owned carriers, including AeroCaribe and Aerolitoral, play a role.
Mexico's Federal Competition Commission had provisionally accepted this, provided a merged Aerolitoral and AeroCaribe, also slated for privatisation, were given enough routes and resources to compete.
The reason given for the change of mind was that a merged Aerolitoral and AeroCaribe would take years to prepare for competition against a larger rival.
