Topic: Afghan Transitional Administration

  FOR THE RECORD 2003
The Transitional Administration has urged donor Governments to meet the level of pledges made in Brussels by increasing the level of their contributions to the Afghanistan Reconstruction Trust Fund, the primary channel for donor funding to the national development budget.
Afghan women are keenly aware that their participation in the upcoming political processes of the Constitutional Loya Jirga and national election is critical.
The Transitional Administration is aware that in order to further extend its authority it needs to send a strong signal to the effect that insubordination and corruption within its ranks will not be tolerated and that its officials will be held accountable for their actions.

Foreign Policy In Focus Policy Report: The War In Iraq Is Not Over and Neither Are The Lies To Justify It
The purpose of DDR in the Afghan context is not to remove the gun from Afghan society, an unrealistic goal, but, as Japan's special representative for DDR, Kenji Isezaki, has stated, to oversee the "deconstruction of military formations" (Institute for War and Peace Reporting, August 27, 2003).
Afghan officials, eager not to be seen as too critical of the new U.S. approach, have insisted that Khalizad must not have the same sweeping powers accorded to Paul Bremer in Iraq.
Millions of Afghan children, including girls, have returned to school; 2.32 million Afghan refugees have been repatriated, one of the largest voluntary refugee influxes in history; a new currency, the Afghani, has been established and remains remarkably stable; and the economy has grown by 28%.

Hamid Karzai (born December 24, 1957) is the interim president of the Afghan Transitional Administration.
An ethnic Pashtun and a member of the powerful Populzai clan (from which many Afghan Kings have come), he came from a family that were among the strongest supporters of King Zahir Shah.
On December 5, 2001 Afghan political leaders gathered in Bonn, Germany, and named Karzai chairman of a 29-member governing committee and leader of an interim government.

ECRE Position Papers - GUIDELINES FOR THE TREATMENT OF AFGHAN ASYLUM SEEKERS & REFUGEES IN EUROPE
This paper concerns the voluntary repatriation of Afghans who have refugee or complementary protection status, those with temporary protection status and those who are in the process of applying for protection, including those who have received a negative first decision and have appealed.
Despite the establishment of an Afghan Transitional Administration, the ratification of a new constitution and the beginning of reconstruction efforts by the international community, the security situation in Afghanistan remains extremely serious.
Afghans who despite all of these factors fail to be granted refugee or a form of complementary status cannot be returned and should be granted a legal status which affords them their human rights and a dignified standard of living in the host country.

The bureaucratic public administration of the country-which used to be conducted according to fixed rules and procedures, within clearly established hierarchy, in line with clearly demarcated responsibility, by professional and experienced civil servants acting as occupiers of particular public offices rather than in their personal capacity-has been wrecked and ravaged.
The idea of a transitional political arrangement aimed at fixing the rules and duration of the transition to a democratic system of government is stranger and unacceptable to them, because none of them may be looking forward to retaining any position of power in the future democracy.
Afghans are prepared to face the danger and to take the risk provided, however, that the International Community simultaneously takes in charge its own share of the burden.

Foreign Policy In Focus Policy Report: Afghan Women Continue to Fend for Themselves
Despite the inhospitable atmosphere Afghan women faced at the convention, the constitution is being touted by the Bush administration as an indication of the arrival of democracy in Afghanistan.
Afghan women are still useful tools for U.S. feminists to employ in their public relations campaigns, especially on the eve of International Women's Day.
In addition to ignoring the reality of Afghan women's lives outside Kabul, the UAWC is a convenient showpiece of the Bush administration's self-described “commitment to Afghan women,” and is consistent with the historical and current consequences of U.S. actions toward Afghan women.

In accordance with the provisions of the Bonn Agreement, a Loya Jirga (Grand Council) was convened in June of 2002, and Hamid Karzai was appointed to lead the Afghan Transitional Administration (ATA).
The ATA subsequently laid the groundwork for national elections: a political party law was adopted in November 2003; a new constitution was ratified in January 2004; and an electoral law was adopted in May 2004.
Given the enormous complexity of the balloting, voting, and vote-counting processes, the generally smooth administration and conclusion of these elections were considerable achievements.
