Agree with Gloria on this one, definately Juv African Hawk Eagle.
If you look in Sasol 3rd Ed under African Hawk Eagle it gives quite a nice illustration of the juvinile and you can see that the bird in question is def a Juv African Hawk Eagle.
African Hawk Eagles are normally seen in pairs, so next time you spot one have a look around and see if you can find it's mate close by.
