Nevada’s Nuclear Projects Agency has retained Brown and Partners Advertising and Public Relations to develop and execute a national public information campaign aimed at educating people in other states of the risks and impacts to their communities of transporting spent nuclear fuel and high-level radioactive waste to Yucca Mountain.
According to the Nuclear Projects Agency, hundreds of major cities and thousands of communities will be impacted by nuclear transport because as many as 140,000 shipments hauling 77,000 tons of nuclear material will travel through their state to Yucca Mountain.

Bob Loux, executive director of the Agency for Nuclear Projects, said funding from the Legislature’s contingency fund could not wait until the Legislature convenes in February.
The Nuclear Projects Agency relies on federal funding for its fight against Yucca Mountain, but Congress allocated only $1 million for fiscal 2004, far less than the $2.5 million anticipated.
The Legislature’s Interim Finance Committee, which makes budget decisions when the Legislature is not in session, allocated $1.1 million Monday for the Agency for Nuclear Projects and $650,000 for the attorney general’s office for outside legal assistance.

Nevada officials strongly oppose the proposed repository and do not want to see any shipments come to Nevada, but Bob Loux, executive director of the state's Agency of Nuclear Projects, said dedicated trains are the better option.
Kevin Kamps, spokesman for Nuclear Information and Resource Service, an anti-Yucca group, likewise says that dedicated trains should be the only option.
Nuclear waste has been moved by rail in the past and the industry knows how to do it, he said.

State Attorney General Brian Sandoval said the Nuclear Energy Institute decision amounted to an acknowledgment that the July ruling by the U.S. Court of Appeals for the District of Columbia was "impervious to appeal."
The court threw out a 10,000-year radiation standard, saying the Environmental Protection Agency should have followed a National Academy of Sciences recommendation that the Yucca project limit radiation emissions for up to 300,000 years.

 Nevada asks nuclear regulators whether Yucca dump getting preferred handling (printable version)
In a Tuesday letter, Bob Loux, chief of the state’s Agency for Nuclear Projects, asks Karen Cyr, Nuclear Regulatory Commission general counsel, to investigate whether NRC staff had been instructed or lobbied by higher-ups “to advocate in favor of the Yucca Mountain applicant.”
The commission will be asked to issue an operating license for the Energy Department to store 77,000 tons of nuclear waste at Yucca Mountain.
Loux insisted the Nuclear Regulatory Commission should have a neutral role judging the Energy Department’s plan to entomb the nation’s most radioactive waste beneath a desert ridge 90 miles northwest of Las Vegas.

The government, which originally promised nuclear utilities it would begin accepting their spent fuel in 1998, is facing billions of dollars in lawsuits for failing to make good on that pledge.
But the project has suffered serious setbacks, including funding problems and an appeals court decision last summer that's forcing a rewrite of radiation exposure limits for the site.
That won approval in February from a licensing board and is awaiting final Nuclear Regulatory Commission approval.
