Agency for Toxic Substance Disease Registry - Wikipedia, the free encyclopedia
Congress created the Agency for Toxic Substances and Disease Registry during 1980 in order to implement the health-related sections of laws that protect the public from hazardous wastes and environmental spills of hazardous substances.
These functions include public health assessments of waste sites, health consultations concerning specific hazardous substances, health surveillance and registries, emergency response to releases of hazardous substances, applied research in support of public health assessments, information development and dissemination.
ATSDR is also authorized to assist EPA in determining which substances should be regulated and the levels at which substances may pose a threat to human health.

Shared Vision - National Center for Environmental Health - Agency for Toxic Substances and Disease Registry
ATSDR works closely with EPA and the Coast Guard to provide immediate public health guidance in emergency events such as industrial and other toxic substance releases related to the storage, disposal, and transport of these substances.
Equally, ATSDR has been the national leader in understanding the toxicology of hazardous materials, assessing the health of communities exposed to toxic waste sites, studying the health effects of exposure to toxic substances, and providing community and professional education related to these areas.
The health and financial cost consequences of disasters can be enormous and can be reduced by applying the same epidemiology, surveillance, and public health service delivery techniques that are applied to infectious disease prevention activities.

EPA and the Agency for Toxic Substance and Disease Registry toxicologist have documented why the TTF method fails to produce data that is useful in making their decisions and recommendations to protect human health.
ATSDR recommended that sensitive and specific methods, such as electron capture negative ion mass spectrometry (GC-ECNIMS) be used for the evaluation of toxaphene in fish and sediment.
The ATSDR concluded that the use of the "back half" peak method (TTF method) is likely to result in significant underestimation of PCC concentration, and the estimated dose could be 10 times higher if historical data are taken into account for dose estimation.

Governor's Letter to Agency for Toxic Substance and Disease Registry
I am writing to request the assistance of the Agency for Toxic Substances and Disease Registry with studies of health risks posed to Nevada's citizens as a result of the federal government's radiological activities at the Nevada Test Site (NTS) and other locations within our State.
At the same time, Nevada could also be impacted by thousands of shipments of high-level radioactive waste (HLW) and spent nuclear fuel beginning early in the next century should Yucca Mountain become a HLW repository or should Congress be successful in designating NTS as an interim storage site for commercial spent fuel.
Such an effort could involve epidemiological studies and health surveillance activities.
