Qurei was born in Abu Dis (near Jerusalem) in 1937 to a relatively wealthy family.
As more senior leaders died, Qurei rose to prominence and was elected to the Fatah Central Committee in August 1989.
As a member of the Central Committee, Qurei was instrumental in negotiating the Oslo Accords.

Prime Minister Qurei has asked the PLC speaker Rawhi Fattouh in writing to set out a date to hold a session for the PLC to submit his government and its agenda, in order to vote for it according to the legal procedures.
Furthermore, PLC member Ahmad Al Deek said, "we are living in a state of lawlessness starting with the tasking [of forming the government] and ending with the formation deliberations." He harshly criticized the relationship between the PLC speaker and the Prime Minister.

In order to overcome the crisis which was demonstrated in the absence of PM Qurei' from the meeting held in the Muqata yesterday, Naser al-Qidwa and Nabil Shaath headed to the home of Qurei' to convince him to attend Fatah meeting which was decided to be held last night to work on containing the crisis.
At the time when the absence of Qurei' from the meeting held at the Muqata last night was viewed as negative, the PLC members said Qurei' gains their approval because they have no choice in the movement but to agree, describing the discussions as bitter but eventually will serve the interests of the Palestinian people.
He explained: Ahmad Qurei' failed to pass the government last Monday and therefore he has no right according to the Palestinian Basic Law to come up with a new formation and President Abbas must commission another person to form the government.
