Palestinian National Covenant - Wikipedia, the free encyclopedia
The Palestinian National Covenant or Palestinian National Charter (Arabic: al-Mithaq al-Watani al-Filastini) is the charter or constitution of the Palestine Liberation Organization (PLO).
Following a 1963 Draft Constitution [1] the first version of the Charter[2] was written by Ahmad Shukeiri, the first chairman of the PLO, using the slightly different name al-Mithaq al-Kawmee al-Filastini, meant to reflect its origins in Nasser's Pan-Arabism.
The first official English translation rendered al-Mithaq as "covenant", while later versions have tended to use "charter." (The word changed in 1968 in the Arabic name is translated as "national" in either English translation.)

Since the death of Arafat, Abu Mazen has been unable to assert his control over Fatah and put his political house in order.
Instead, he has been frustrated at almost every turn by the old guard of corrupt time-servers, challenged both from outside (by Farouq Qaddumi) and from inside (by Ahmad Qurei [Abu Ala'a]), and incapable of bringing to heel the nominally subordinate local militias operating under the rubric of the Aqsa Martyrs Brigades.
Abu Mazen undoubtedly hoped that this Congress, the first in sixteen years, would sweep into positions of power a new generation of honest, locally-grounded supporters and produce an attractive list of candidates who would enhance Fatah's prospects of success in the PLC elections.
