Ahmed Djemal Pasha (1872-1922) was one of the leading members of the Young Turk administration prior to and throughout World War One, and one of few initially pro-Entente senior politicians.
During the Balkans Wars of 1912-13 Djemal held numerous senior command positions and in 1913 was appointed to the Cabinet as Minister of Marine.
Snubbed therefore by the Allies Djemal switched his attentions to an alliance with the Central Powers, although he was at first opposed to a full alliance with Germany.

There remains therefore only the arrest of this individual to prove up to the hilt the authenticity of otherwise of the draft "Ten Commandments" document.

They were a racist group whose ideology was articulated by Zia Gökalp, Dr. Mehmed Nazim, and Dr. Behaeddin Shakir.
Ismail Enver Pasha, Ahmed Cemal Pasha, Mehmed Talât Bey, and a host of others were convicted by the Turkish court and condemned to death for "the extermination and destruction of the Armenians."

Several political parties were formed but in 1913 power was seized by the Committee of Union and Progress.
This was led by three army officers from the Young Turks movement, Enver Pasha (1881-1922), Mehmed Talaat (1874-1921) and Ahmed Djemal (1872-1922).
