Ahmed Zaoui is an Algerian refugee who sought residency in New Zealand in 2002.
Zaoui was treated with great suspicion by New Zealand authorities, primarily on the recommendations of the New Zealand Security Intelligence Service, which will not reveal its reasons but may be influenced by his convictions in Europe.
Zaoui has a wife and four children, who are currently in Southeast Asia and who will join him in New Zealand if the security risk certificate is lifted and he is allowed to remain in New Zealand.

Ahmed Zaoui took a case arguing that the Inspector-General's proposed review methodology would breach natural justice and that the Inspector-General was wrong in declining to take account in the review of the Bill of Rights Act and international human rights instruments.

Ahmed Zaoui, an Algerian Islamic politician, was held in custody for slightly more than two years since he was arrested upon arrival, in Auckland, in December 2002.
Zaoui’s plight has become a national cause celebre, and there is any number of appalling aspects to it (such as the racist and shoddy Immigration laws and procedures exposed for all to see).
Since this was written, Zaoui has won his bail case, and TVNZ won the right to hold the first media interview with him, done while he was still in prison and broadcast hours before he was released, in December 2004.

No one is suggesting that Ahmed Zaoui should have been let in to NZ without checking into his background.
Zaoui (although it seems increasingly unlikely), then it must be tested in court.
Zaoui, then it must be tested fairly in court, and if they don't have anything, than the comprehensive decision of the RSAA should be relied on, and Ahmed Zaoui freed into NZ.

Zaoui is an Algerian, and had been in exile from his country since 1992, when the regime there had cancelled the elections which his party, the FIS looked certain to win However, he cannot return to Algeria, because he faces torture, or death, maybe both.
On the 9th of December 2004, the NZ Supreme Court ruled that Ahmed Zaoui must be released on bail, after the Crown admitted that Mr Zaoui, who spent his 44th birthday, December 7th, at the Auckland Remand Prison, did not constitute any danger of violence.
After Mr Zaoui's release on bail, the next step was the first of many returns to court.For the first time, Mr Zaoui was present himself; for so long, he had had to sit in prison, while his lawyers argued in his absence.

Ahmed Zaoui is an Algerian academic, elected MP, and refugee who seeks asylum in New Zealand from a ruling Algerian military regime that in absentia sentenced him to death for alleged security crimes.
But Dr Harrison asserted that the time Zaoui has spent in prison and the possibility that he may continue to be imprisoned for some time is unacceptable, particularly considering his non-voluntary segregation, and the alleged misconduct by prison guards, contributes to the “unacceptability” of Zaoui’s ongoing detention.
The Human Rights Commission said: “The fact that the plaintiff (Zaoui) was detained for a significant period of time in a penal institution with convicted criminals while awaiting determination of his refugee status contravenes the relevant international standards relating to the refugees and the interpretation of those standards by international bodies,” the HRC said.

Lawyers acting for Ahmed Zaoui today announced that he is seeking a High Court judicial review of adverse rulings by the Inspector-General of Intelligence and Security.
Mr Zaoui’s lawyers advised that the Inspector-General last week made two rulings which, it is considered, will operate to Mr Zaoui’s serious disadvantage in relation to the review.
The practical effect of the first of the rulings is that Mr Zaoui will not be provided with adequate information as to the nature of the alleged threat or danger which the Director of Security has asserted his presence poses to the security of New Zealand.

In Ahmed Zaoui's case, the Supreme Court has considered at what stage Mr Zaoui's human rights ought to be considered, and by whom.
Through his lawyers, Mr Zaoui argued that torture and/or extrajudicial execution is a likely consequence of a New Zealand government order to deport Mr Zaoui to Algeria, and that the Inspector General is the best person to evaluate this aspect rather than a Minister of Immigration.
Mr Zaoui's team challenged the Attorney General on a premise that of the two potential decision-makers — the Inspector- General and the Minister of Immigration - there is "simply no contest" as to who is the more superior when one considers an evaluative process.

Mara: The unfortunate irony of Ahmed Zaoui's case, is that because he is a moderate, he is in danger from Islamic extremists in an Islamic country.
Ahmed Zaoui is somewhat hindered by the complexity of his case; it is easy to present selectively facts that appear incrimination.
Regarding the change in lawyers, the lawyer who initially represented Ahmed Zaoui had almost no previous experience, and had obviously not prepared adequately for a case that was to decide ultimate fate of his client.

Hosted by the Religious Studies and International Relations programmes, Ahmed Zaoui gave a public lecture on Thursday, July 7th in the Memorial Theatre, Student Union Building, at Victoria University.
Ahmed Zaoui became a member of the Algerian parliament in the first democratic elections there in 1991, as a representative of the FIS (Islamic Salvation Front).
Mr Zaoui was part of a group that organised the Rome Colloquium, which sought to bring the Algerian political parties and other interested parties to work for peace in that country.

Justice Greig had also not heard of the tape until Zaoui’s lawyers informed him of its existence — though he is supposed to have access to all classified information relating to the case.
Deborah Manning says that the case against Zaoui is "wholly inadequate and baseless and when boiled down amounts to a fear of how New Zealand's reputation could be affected".

The Supreme Court has ruled that the Inspector General of Security does not have to take Ahmed Zaoui's human rights into consideration when assessing whether the risk certificate issued against him by the SIS is valid.
However, she is concerned the fate of Mr Zaoui could rest in the hands of a politician.
