The Joint Chiefs told the senators additional funds are needed to stem the continuing decline in readiness, combat an alarming loss of people and reverse increasing rates of aircraft cannibalization.
Air Force officials stressed that the president's FY 2000 defense budget, which is still under development, addresses many readiness concerns.
Currently, the Air Force share of the overall DOD budget appropriation is $65 billion, which falls $5 billion a year short of fixing the readiness problems.

We retrieved a copy of Mike’s Air Force Academy yearbook and discovered that, 36 years later, that mischievous smile and gleam in his eye that suggest a wonderful sense of humor are still exactly the same.
Once he was "formally" in the Air Force, General Jumper served in a series of challenging posts that has schooled him in the lessons of leadership: combat missions in Vietnam, command positions in the squadron and wing levels, to the U.S. Air Forces in Europe and the Air Combat Command.

The Chief of Staff required the principle agencies at each geographical location to work together to assess the needs of the population they serve, develop a consolidated plan targeting their collective resources to a prioritized list of those needs, collaboratively market the resources to the community, and evaluate the effectiveness of their plan.
Although the first two would not be expected to have been a factor for the special population in the Air Force, it would be useful to study the influence the third may have had in the context of attempting to de-stigmatize seeking help for mental health problems.
The Air Force is distinct in that its leadership authority is especially concentrated and hierarchical, all members are employed by the same employer, housing and health care—including mental health care—is universally available, the population is pre-screened for serious brain disorders, and the gatekeeper network is unusually well organized.

According to Pearson, the chief of staff was empathetic with the remoteness of Edwards’ location and complimentary of the many efforts to make Edwards a better place to live and work.

WASHINGTON (CNN) -- Air Force Chief of Staff Gen. Ronald Fogleman is ready to quit in protest if he disagrees with the Pentagon's latest follow-up to a terrorist bombing that killed 19 U.S. airmen, military sources told CNN.
The Air Force chief of staff is headed for a showdown with Cohen on the issue, the sources said.
Cohen is not expected to make a decision on whether to accept the Air Force report until after his return from a European trip in the middle of July.

LeMay was appointed Vice Chief of Staff of the United States Air Force in 1957 and Chief of Staff in 1961.
The chiefs resented the Kennedys and their whiz kids who had little or no experience in military command; the chiefs were accustomed to presidents who let them do their thing without meddlesome interference from politicians.
LeMay was a ringleader in the Joint Chiefs of Staff insofar as urging Kennedy to go to war in the Bay of Pigs and later in the Cuban missile crisis.

LONG BEACH, Calif., Dec. 21, 2000 — U.S. Air Force Chief of Staff Gen. Michael Ryan accepted the 70th Boeing C-17 Globemaster III for the U.S. Air Force in a ceremony here Tuesday.
The general addressed several hundred Boeing employees outside the C-17 assembly building before flying the newest C-17 to McChord Air Force Base, Tacoma, Wash. This was the 13th and last delivery for this year.
Boeing is scheduled to deliver nine C-17s to the U.S. Air Force in 2001 and four to the United Kingdom.
