Coast Guard M.U.C. The Coast Guard Meritorious Unit Commendation was established in November 1973 and is awarded in the name of the Commandant of the United States Coast Guard.
Air Force M.U.C. The Air Force version of the Meritorious Unit Commendation is known as the Air Force Meritorious Unit Award.
The decoration is awarded in the name of the Secretary of the Air Force and is considered the unit equivalent to the Legion of Merit.

The Joint Meritorious Unit Award is the only ribbon award granted by the Department of Defense and is the organizational equivalent of the Defense Superior Service Medal.
Subsequent decorations of the Joint Meritorious Unit Award are annotated with oak leaf clusters.

Simply, if that unit did indeed receive the award a full two years before President Bush was assigned to it, he should have been wearing it while he was a member of that unit and if the unit received it WHILE he was a member of that unit, he should have been wearing it forever.
If a unit you are assigned to has been givin an award (whether you were with the unit when they got it or not) you as the individual soldier are required to wear it on your dress uniform.
Therefore, a member of a unit was required to wear all awards and decorations personally earned, as well as all unit awards, including the AF Outstanding Unit Award, during the period of assignment in that unit, even though the member was not assigned to the unit at the time the unit was awarded the citation.

 Republic of Vietnam Air Force Outstanding Unit Award (with Combat V) to 2 Squadron Royal Australian Air Force
The Number Two Squadron, Royal Australian Air Force, distinguished itself by especially meritorious service in support of military operations against opposing armed forces in Southeast Asia from 19 April 1967 to 31 May 1971.
During this period, the Number Two Squadron flew over 11,900 combat sorties in all areas of the Republic of Vietnam in support of the airwar conducted by the United States Air Force.
