I was reminded of the Japanese government's bizarre act when I read the responses of several readers of The Atlantic Monthly to the news that a museum had finally been created in Tokyo to memorialize the Great Tokyo Air Raid.
For his July-August column in the monthly, Jonathan Rauch mentioned the opening of a "small museum" and spoke of what lay behind it: an "obscure" air raid.
Tacticians in the U.S. Army Air Forces themselves were split between those who believed in "precision-bombing" and those who were "area bombers."

 Air Force Air Transport Command
The AFATC was established on June 20th, 1942, as a successor Command to the SAir Forces Ferrying Command with Headquarters in Washington, D.C. The Ferrying Division of AFATC took charge of all ferrying operations and continured this missiion of ferrying aircraft to foreign and domestic destinations and often delivered 8,000 aircraft monthly.
The Air Force Air Transport Command (AFATC) shoulder patch was changed from the design previously used by its parent unit the Air Force Ferrying Command.
Aircraft from civilian carriers were contracted (Air Carrier Contracat Personnel)) and added to the Command, ad passenger service became a major function of AFATC.

Minimum attendee representation is group commanders, director(s), commanders of units with maintenance personnel, safety, CE, Airfield Manager, and security forces.
These are just two of the specific regulations developed by the United States Air Force to guide their personnel in carrying out FOD Prevention Programs.
